1986-16 Revising the Appointments and Duties of the Architectural Review Board.KODIAK ISLAND BOROUGH RESOLUTION NO. 86 -16 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY, REVISING THE APPOINTMENTS AND DUTIES OF THE ARCBITECTURAL REVIEW BOARD. II WHEREAS, the Architectural Review Board Appointments and Duties ,were established by Kodiak Island Borough Resolution No. 80 -1 -R to review architectural proposals for construction on Borough owned buildings, and 'I WHEREAS, the purpose of creating the Architectural Review Board was to provide a local solution to chronic building problems due to poor design ,in relation to their adaptation to local climatic conditions, and 1 WHEREAS, the Architectural Review Board has provided valuable : technical reviews and advice regarding recently constructed and future ( Borough owned buildings. I NOW, THEREFORE. BE IT RESOLVED that the Kodiak Island Borough i 'Assembly, revise the MAKE -UP and DUTIES of the Architectural Review Board as follows: MAKE-UP A /SECTION 1: The Board shall consist of Eleven (11) members appointed by the Mayor. Pour (4) seats shall be filled by: (1) The School Superintendent, or his representative (2) The Borough Mayor, or his repre- sentative (3) One Member of the Assembly (4) One Member of the School Board. The remaining seven (7) seats shall be made up of people in the building business (i.e. Engineers, Architects, Builders, Plumbers, Roofers, Electricians, etc.) They shall have staggered three -year terms so that two (2) seats are renewed each year. SECTION 2: A quorum shall consist of six (6) members. SECTION 3: The Board shall meet on a quarterly basis unless project demand more frequent meetings. SECTION 4: The Board shall choose a Chairman and a Vice - Chairman at the first meeting of each calendar year. DUTIES B/ SECTION 1: The Board shall review all architectural and engineering proposals for Borough owned buildings and utilities. SECTION 2: The Board shall consider all comments, suggestions, and recommendations from the School Board on all proposals for Borough School buildings. SECTION 3: The Board shall hold at least one public hearing before presenting the final proposal to the Borough Assembly. Resolution No. 86 -16 -R Page 1 of 2 SECTION 4: After hearing all proposals the Board shall forward to the Borough Assembly the proposal of their choice, plus reasons accompanying said proposal. Also, the rejected proposals and reasons for rejec- tion shall be presented. PASSED AND APPROVED this 6 day of February , 1986.
