RESOLUTION NO. 86 -10 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH AUTHORIZING THE
LEASING OF BOROUGH PROPERTY FOR EXPERIMENTAL FARM PROJECTS
WHEREAS, Chapter 18.40 grants the Borough the authority to lease
real property, and
WHEREAS, Section 18.40.030 sets the terms of the lease based on the
desirability of the proposed use, the amount of investment in
improvements proposed and made, and the nature of the proposed
improvement with respect to durability and time required to amortize the
proposed amendment, and
WHEREAS, the Borough is the property owner of land, and
WHEREAS, it is in the best public interest to explore methods of
income generation derived from the utilization of Borough property, and
WHEREAS, encouragement of development of new and diversified
economic activity in the Kodiak Island Borough is a high priority of the
Kodiak Island Borough.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
Assembly authorized the Borough Mayor to enter into lease agreements for
experimental farm projects based upon the following criteria:
1. Selection of qualified applicants based upon a set of review
criteria;
2. Establish the size of parcels to be leased based on a
submitted development plan;
3. Establish a time schedule for development to include land
preparation and production.
4. Establish a lease payment schedule that allows initial land
preparation costs in lieu of rental fees.
