RESOLUTION NO. 83 -62 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH SUPPORTING THE ,
COMPREHENSIVE PLAN AS IT RELATES TO THE LAND MULTIPLE USE CONCEPT.
WHEREAS, the United States Fish and Wildlife Service
(USFSWS), Kodiak National Wildlife Refuge (KNWR) is the largest
landholder in the Kodiak Island Borough; and
WHEREAS, the natural resources of the KNWR contribute
substantially to the economic and cultural well being of the
citizens of the Kodiak Island Borough; and
WHEREAS, the KNWR is now open to public comment on the
Comprehensive Conservation Plan; and
WHEREAS, the Kodiak Island Borough (KIB) has adopted a
Coastal Zone Management (CZM) plan that emphasizes a balanced
Multiple use concept of lands within the Coastal Zone Management
•lan area that encompasses the entire KNWR;
NOW, THEREFORE BE IT RESOLVED that the Kodiak Island
i orough strongly supports the continuance of the multiple use
oncept of the KNWR and apposes any wilderness designation or
ether designation which would limit existing sport, commercial
_nd subsistance use of the fish and game resource;
FURTHER, BE IT RESOLVED that:
1. Joint management, with State management of the
fish and game and Federal management of the
lands, be continued.
2. Salmon enhancement and rehabilitation by lake
fertilization, stream clearance, hatcheries,
fish passes and eggs taken, be allowed by both
the State and the private Aquaculture sector
on the KNWR.
3. Salmon habitat protection, management and
research be allowed to continue.
4. Set net commercial fishing cabin sites be
allowed to continue by permit.
5. Access to the refuge lands be allowed to
continue by boat, foot and float plane.
6. Public cabins for recreational use he expanded
by the KNWR.
7. That trapping and brown bear guiding be allowed
to continue on all lands within the KNWR.

be allowed for an amendment process that
includes public participation on an annual
basis.
