1983-52 Urging Consistent Funding Of The School construction Debt By The State Of Alaska.1) 1 0 1 n 1 4 5 1 KODIAK ISLAND BOROUGH RESOLUTION NO. 83 -52 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY URGING CONSISTENT FUNDING OF THE SCHOOL CONSTRUCTION DEBT BY THE STATE OF ALASKA. WHEREAS, the estimates for approved school construction debt reimburse- ment is now pegged at 95 million dollars, with only 59 million dollars projected in the FY 84 budget representing about 60 percent of the claims submitted, and WHEREAS, we are being told that there is not enough money to fully fund this entitlement, but on the other hand the Senate passed Senate Bill 18, appropriating 69 million dollars for additional school construction projects, and WHEREAS, the State Legislature adopted Chapter 92, SLA 1982 providing for payment on bonds during the year in which the payment was actually made rather than two years later thereby creating a doubling of claims, and WHEREAS, FY 83 entitlements were intentionally underfunded by 13 million dollars necessitating two supplemental requests, and WHEREAS, municipalities have been urged to bond for school construction and the Kodiak Island Borough has taken the responsible approach towards school construction by bonding for school projects, and WHEREAS, the State of Alaska Legislature has the statutory responsi- bility to reimburse such general obligation bonds at up to 90 percent over the life of the bond issue, and WHEREAS, the State of Alaska agreed with the concept of local rural high schools and such pressure caused a few municipalities (particularly Kodiak Island Borough) to bond for rural construction projects when funds were not appropriated by the state, and WHEREAS, these rural capital construction needs continue to grow as local programs develop and gain local support while direct state appropriations are not forthcoming to meet any but the original construction costs, and WHEREAS, the Alaska State Legislature has supported educational programs and facilities as priority needs for the citizens of the state and encouraged and helped local governments improve and expand opportunities at a local level, and WHEREAS, the Kodiak Island Borough considers consistent state 1 ireimbursement a critical element in decisions to proceed with needed school ,construction, and 01 1 1 4 5 4 WHEREAS, the Kodiak Island Borough is near the maximum bonded indebtedness allowed with several critical and priority projects yet to be constructed, and WHEREAS, the critical needs of the people of the Kodiak Island Borough cannot be met without consistent state support which does not fluctuate dramatically year to year, and WHEREAS, it is the duty of the Alaska State Legislature to serve the needs of the people and obligate such funds as necessary to fully meet statutory committments. NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly . requests full and consistent funding for debt retirement of general obligation bonds for school construction as previously authorized by the Alaska State Legislature. BE IT FURTHER RESOLVED that the Alaska State Legislature and Office of the Governor change their current budget priorities to plan and fund 90 percent reimbursement for approved debt retirement as state law currently allows.
