1983-44 Supporting Funding For Operation And Maintenance Of The Frazer Lake Fishpass For Sockeye Salmon, Eight Fishpasses On Afognak Island For Sockeye, Pink And Coho Salmon, And Investigation Of sites For Fishpass Installation.1 1 4 5 1 KODIAK ISLAND BOROUGH RESOLUTION N0. 83 -44 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING FUNDING FOR OPERATION AND MAINTENANCE OF THE FRAZER LAKE FISHPASS FOR SOCKEYE SALMON, EIGHT (8) FISHPASSES ON AFOGNAK ISLAND FOR SOCKEYE, PINK AND COHO SALMON, AND INVESTIGATION OF SITES FOR FISHPASS INSTALLATION. WHEREAS, the operation of fishpasses in the Kodiak Region is essential to the continuation of salmon runs, and WHEREAS, in 1982, Kodiak fishpasses provided for escapement and ( spawning of about 544,000 salmon and a commercial harvest of approximately 105,000 salmon with a value of $655,000 to fishermen, and WHEREAS, the Frazer Lake sockeye enhancement project has been on- going or over 30 years, has successfully reached escapement goals of 350,000 to 0,000 sockeye in recent years, can potentially produce annual returns exceed- ing 1.0 million sockeye, and that continuation of this run is dependent upon nnual operation of the Frazer fishpass, and WHEREAS, three (3) new fishpasses were constructed at Waterfall River, fognak Island in 1979 and 1980 increasing pink salmon escapement by 54,000 in 1 1981, and 1 WHEREAS, development of the Waterfall salmon run has recently begun nd is dependent upon annual operation of fishpasses to attain full production 1 hat potentially could produce returns exceeding 200,000 pink salmon annually, nd WHEREAS, the State of Alaska has invested approximately $1,443,000 or the Frazer Lake sockeye enhancement project and nearly $1,000,000 for fish - ass development on Afognak Island, and WHEREAS, the simulated benefit to fishermen and processors of the razer Fishpass project is at least 12.2 times the cost, and WHEREAS, continuation of fishpass operation and development represents relatively small allocation of financial and manpower resources compared to ther enhancement projects in the State, and WHEREAS, operation, maintenance, and development of fishpasses in the odiak Region increases salmon production from natural waters otherwise in- accessible to salmon, and WHEREAS, this increased salmon production, as a result of fishpasses, :ontributes substanial benefits to the local and state economics. In n1 i TTEST: NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough strongly supports State funding for operation, maintenance and development of fishpasses and transmits herewith its desire that the Alaska Department of Fish and Game (ADF &G) consider this a top funding priority for its Fisheries Rehabilitation, Enhancement and Development (FRED) Division budget.
