1983-31 Accounting For A Reservation Of An Amount Of The Year End Fund Balance For The Kodiak Island Borough School District.0 1 WHEREAS, the Kodiak Island Borough is required by Alaska Statute, Title 29, Section 33.050, to establish, maintain and operate a system of public schools on an areawide basis under the provisions of A.S. 14.14.060, and F. School WHEREAS, an annual appropriation is made by the Borough to the District's General Fund with total resources in a fiscal year equal in amount to the expenditures and encumbrances incurred, and WHEREAS, the Thirteenth Alaska State Legislature has passed and Governor Sheffield has signed a supplemental appropriation bill for payments to school districts under the Public School Foundation which resulted in an KODIAK ISLAND BOROUGH RESOLUTION NO. 83 -31 -R amount of $620,000 to the Kodiak Island Borough School District, and WHEREAS, the Governor, when signing the bill and House Finance Chairman, Al Adams, on passing the bill out of committee both indicated that School Districts will need to use some of this supplemental appropriation to absorb inflationary increases, and WHEREAS, the Kodiak Island Borough School District had developed a balanced FY83 budget based upon the expected shortfall in Foundation revenue, and 0 , 0 0 ) 0 1 4 3 7 A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY ACCOUNTING FOR A RESERVATION OF AN AMOUNT OF THE YEAR END FUND BALANCE FOR THE KODIAK ISLAND BOROUGH SCHOOL DISTRICT. WHEREAS, receipt of additional monies after March of a school year are more appropriately planned into a budgetary cycle for future years, and WHEREAS, under A.S. 14.14.060 (a), the provision for a central reasury, that portion of the annual budgeted appropriation in excess of the amount necessary to balance the District's total annual resources to its annual expenditures incurred, operating transfers and encumbrances outstanding, lapses to the Borough at year end, and WHEREAS, the State appropriation for the Public School Foundation program for FY84 will not be known before the Legislature adjourns, and Predictions are that it will be no more than and possibly less than the - urrent year, and WHEREAS, further predictions are that State Revenues are heading into a period of decline. n l n 1 NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the annual appropriation of the Kodiak Island Borough School District include the amount of $620,000 as a reservation of fund balance to be dedicated for the educational purpose of maintenance of the current level of educational program, and /or, if necessary the transition of program toward a period of declining State Revenues.
