KODIAK ISLAND BOROUGH RESOLUTION NO. 83 -23 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY URGING RE- ENACTMENT OF THE FEDERAL GENERAL REVENUE SHARING PROGRAM IN 1983 AND URGING ADEQUATE FUNDING OF THAT PROGRAM. WHEREAS, the Federal Revenue Sharing Program will expire on September 30, 1983 unless it is re- authorized by the Congress, and WHEREAS, the Federal General Revenue Sharing Program is a significant source of revenue to Kodiak's economy, and WHEREAS, replacing Federal General Revenue Sharing with property taxes would result in significant mill levy increases for Kodiak property tax payers, and WHEREAS, this appears consistent with the results of a recent survey of this nation's cities conducted by the National League of Cities, and WHEREAS, President Reagan has earmarked the Federal General Revenue Sharing Program for elimination in his "new federalism" program of turning federally funded programs over to cities and states, and WHEREAS, most conunities may be forced to reduce basic services to their residents rather than raise taxes in the face of a currently distressed economy if this program is eliminated, and I WHEREAS, such reductions will have a disproportionately negative impact on smaller municipalities. NON, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly urges the President and the Congress to re- authorize the Federal General Revenue, Sharing Program in 1983 and to appropriate sufficient funds to restore the purchasing paver of the program to a level which is at least equal to that which' existed at the 1976 re- authorization of the program. BE IT FURTHER RESOLVED that the Assembly urges the President and Congress to consider the proposition that the success of the "new federalism" program could hinge on the ability of states and local governments to absorb programs that have been a federal responsibility; and since the ability of state and local governments to raise revenues is severely handicapped in light of the currently distressed economy, communities will be dependent upon the continuation of the General Revenue Sharing Program to assist the federal government in making the "new federalism" transition, and 1 1 1 1 0 1 1 n 1 .;+ 2 7 BE IT FURTHER RESOLVED that the Assembly directs that copies of this resolution be sent to President Ronald Reagan; Vice President George Bush; Chief of Staff James A.
