1983-10 Responding To The Chevron U.S.A. Exploration Plan For OSC Tract Y-0248 And Y-0249 In The Shelikof Strait.and KODIAK ISLAND BOROUGH RESOLUTION NO. 83 -10 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY RESPONDING TO THE CHEVRON U.S.A. EXPLORATION PLAN FOR OCS TRACT Y -0248 AND Y -0249 IN THE SHELIKOF STRAIT. WHEREAS, the federal government held OCS oil and gas Lease Sale k60 (Lower Cook Inlet /Shelikof Strait) in September of 1981, at which Chevron U.S.A. acquired the rights to nine tracts in Shelikof Strait; and WHEREAS, Chevron U.S.A. has prepared and submitted to the Minerals Management Service an Exploration Plan for OCS tracts Y -0248 and Y -0249 in the Shelikof Strait; and WHEREAS, the Kodiak Island Borough has reviewed the information available in the Exploration Plan, the Environmental Assessment prepared by the Minerals Management Service, comments by the Alaska Department of Fish and ' Game (Habitat Division) and the Kodiak Island Borough OCS Advisory Council; WHEREAS, the Kodiak Island Borough is very concerned about potential gear conflicts between tanner crab fishermen and the placement of an explora- tory drilling rig in Shelikof Strait; and WHEREAS, the Kodiak Island Borough is also concerned about the biological and environmental impacts of an oil spill; and WHEREAS, the Kodiak Island Borough does not object to exploratory drilling, but feels that it should be conducted in a manner that minimizes potential gear conflicts and danger to the environment. NOW, THEREFORE, RE IT RESOLVED that the Kodiak Island Borough Assembly objects to exploratory drilling commencing during the tanner crab fishing season due to the gear conflicts that could occur creating economic problems for both the fishing and oil industries; and BE IT FURTHER RESOLVED, that the Kodiak Island Borough Assembly feels that it is in the best interests of the Borough for exploratory drilling to take place between late spring and early fall. The Borough encourages drilling to take plane during this time when environmental renditions are the most conducive to oil spill cleanup. In addition, The Kodiak Island Borough feels that it is mandatory that "state -of- the -art" oil spill cleanup equipment be readily available (within 6 -12 hours) in the drilling area. 1 1 i I ATTEST: PASSED AND APPROVED this 6th day of January KODIAK ISLAND BOROUGH , 1983.
