1982-87 Supporting A Memorandum Of Understanding Between The State Of Alaska Division Of Policy Development And Planning And Determination Of Off-Shore Seismic Exploration.WHEREAS, the federal government held OCS oil and oas Lease Sale 460
(Lower Cook Inlet /Shelikof Strait) in September of 1981, and OCS oil and gas
Lease Sale #88 (Gulf of Alaska /Cook Inlet) is scheduled for October of 1984 and
OCS oil and gas Lease Sale #99 (Kodiak) is scheduled for October of 1986; and
WHEREAS, one result of the accelerated federal five -year OCS oil and
gas lease sale schedule is increased seismic activity in the waters around the
Kodiak Island Borough; and
WHEREAS, gear conflicts have recently occurred between fishermen ands
seismic vessels operating in waters of importance to the Kodiak Island Borough;
and
WHEREAS, active communication and consultation between the fishing
and oil industries has not prevented the recent gear conflict; and
WHEREAS, the Kodiak Island Borough strongly believes that gear
conflicts can be minimized for the economic benefit of both industries by
review of the permits granted by the Minerals Management Service for seismic
activities.
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
Assembly requests an amendment to the memorandum of understanding (attached)
between the State of Alaska Division of Policy Development and Planning (DPDP)
and USGS (now the Minerals Management Service) to include all off -shore seismic
activities. This amendment, when implemented, would include all seismic
activities in the State of Alaska's coastal management consistency review
procedure, insuring the opportunity for state and local review and comment on
off -shore seismic permits.
