I� A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY OPPOSING HE
PROPOSED CAPITAL MOVE FOR THE STATE OF ALASKA.
ji WHEREAS, the citizens of Alaska will be requested on No ember 2, 1982

to authorize the expenditure of funds, estimated to be $ for the
Ilrelocation of the Captial of Alaska from Juneau to a city in e wilderness at
�I Willow, Alaska; and
WHEREAS, the need for improvement and expansion of such basic facili-
ties as streets, roads, harbors, schools, water, sewer, ow -cost energy d lop
i ments and many other projects to improve the quality . life for all Alaskan

i communities is a well -known fact; and
WHEREAS, the State revenue projections 11 not accommodate the costs

1l i of building a new city without sacrificing expe .itures for the basic needs in
existing Alaskan communities; and
WHEREAS, the continuing rapid adv ces in technology clearly indicate
ii
that Telecommunications and Teleconferenc g will bring access to government for
'all Alaskans without the need to persona y travel to the Capital; and
WHEREAS, a location does no make
"good government ". Rather, the
l election of good people truly engen rs "good government;" and finally
i t WHEREAS, the devastation of a sister community in Alaska by any cause,
Il whether natural, economic, poll cal or other, is a matter of concern to all
Alaskan communities.

II NOW, THEREFORE, cE IT RESOLVED that the Assembly of the Borough of
Kodiak, in meeting asse •led, do hereby request and urge the citizens of Kodiak
and all of Alaska to r - ject the relocation of the Capital from Juneau and to
vote NO on Ballot M_:sure No. 8 on November 2, 1982.
