RESOLUTION NO. 82 -36 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ADOPTING A
MINORITY AND WOMENS BUSINESS ENTERPRISE PROGRAM.
WHEREAS, the United States Government and the Kodiak
Island Borough recognize that minority and women -owned businesses
A are a critical part of the private sector economic base of cities,
; communities and neighborhoods, and that there is a need to increase
the role of such businesses in the economy; and
WHEREAS, as part of the federal affirmative action program,
policies and regulations have been implemented by federal agencies
to encourage and increase the participation of business enterprises
owned and controlled by minorities and /or women in federally funded
programs; and
WHEREAS, as a grantee, the Borough has primary responsib-
ility to assure that positive efforts are taken to provide the
opportunity for maximum feasible participation by minority /women
owned business enterprises in all aspects of federally funded pro-
grams; and
WHEREAS, it is the intent of the Borough to provide an
equitable opportunity to such businesses to participate in municipal
contracts by requiring good faith efforts by the Borough and con -
tractors to employ minority businesses in field of endeavor in
which the businesses exist and are qualified.
NOW THEREFORE, BE IT RESOLVED that the Kodiak Island
'Borough Assembly does hereby adopt a Minority /Women Business
( Enterprise Program to meet the federal regulations and objectives

to implement affirmative action for MBE participation which will
!include major emphasis on the following five elements:
1. Public ads will be printed in the local newspapers
;twice each year inviting firms to register as minority /women owned
information will be stated as to how to register, who are qualifie
and contacts within the Borough.
2. Once each year the Borough will do a general business
mailing to each firm on the Borough's rolls inviting them to reg-
ister as minority /women owned businesses, if qualified.
3. Public notices regarding requests for proposals /bids
'will be:
b. mailed to MBE /WBE regional clearing houses for
distribution; and
c mailed to selected addresses from MBE /WBE listings
of registration.
4. Forms, certifications and procedures to establish the
MBE /WBE Program will be provided for and implemented by the
Community Development Department under the direction of the Borough
Manager.
5. A record keeping system will be maintained by the
Community Development Department which will contain a register of
minority and women owned business enterprises in Kodiak, demographic
data, and a record of contracts and dollar volumes awarded.
