RESOLUTION NO. 82 -18 -R
APPLICATION TO OF ALASKA OOROOMMUNITYMAND REGIONALIAFFAIRS
FOR COASTAL ENERGY IMPACT PROGRAM (C.E.I.P.) GRANTS.
WHEREAS, the State of Alaska Department of Community and Regional
Affairs is accepting applications for grants to fund local and regional projects
;under the Coastal Energy Impact Program; and
WHEREAS, the Coastal Energy Impact Program is intended to provide
financial assistance to State and local governments that are experiencing or
expect to be impacted by Outer Continental Shelf energy exploration or product-
ion activities; and
WHEREAS, the Kodiak Island Borough will experience impacts from
Outer Continental Shelf energy exploration as a result of Oil and Gas Lease Sale
#60 (Lower Cook Inlet /Shelikof Strait) of September 1981; and
WHEREAS, the Kodiak Island Borough can expect impacts from Outer
Continental Shelf energy exploration as a result of Oil and Gas Lease Sale =100'
(South Alaska) scheduled for October 1985; and
WHEREAS, the Kodiak Island Borough is interested in:
a). The study of

the coastal zone as a result of the siting, construction, expansion, or operat-
ion of new or expanded energy facilities;
of the
b). The rational, timely and thorough planning for the management
impacts from energy resource development; and
c). The planning for provision of public facilities and public
services required as a result of OCS energy activity; and
WHEREAS, grant funds are available from the State of Alaska
Department of Comunity and Regional Affairs, through the Coastal Energy Impact.
Program, to accomplish these objectives.
N014, THEREFORE BE IT RESOLVED by the Kodiak Island Borough Assembly
that the Borough Manager, Philip C. Shealy, is hereby authorized to prepare and
submit applications to fund the following projects through the Coastal Energy
Impact Program.
1. Akhiok, Larsen Bay, Comprehensive plans
Karluk. cities of
2. Phase II of a solid waste facility plan for the Kodiak Island
Borough in the vicinity of City of Kodiak Urban area.
3. Continue funding of the Kodiak Island Borough OCS Office.
4. A coastal sensitivity analysis study for the west coast of the
Kodiak Island Borough and Chiniak Bay.
