1982-12 Adopting a Capital Improvements Program For Fiscal Years 1982-83 Through 1986-87 And Establishing Fiscal Year 1982-83 Capital Project Priorities.I KODIAA ISLAND BOROUGH RESOLUTION NO. 82 -12 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY ADOPTING A CAPITAL IMPROVEMENTS PROGRAM FOR FISCAL YEARS 1982 -83 THROUGH 1986 -87 AND ESTABLISHING FISCAL YEAR 1982 -83 CAPITAL PROJECT PRIORITIES. WHEREAS, a five year Capital Improvements Program has been prepared by the Borough for fiscal years 1982 -83 through 1986 -87, and WHEREAS, the Borough's Planning and Zoning Commission held a public hearing, reviewed and recommended approval of the fo Capital Improvements Program at its January 20, 1982 meeting, in accordance with Borough Code Section 2.24.030 (E), and WHEREAS, the Borough Assembly held a meeting on the Capital Improve- ments Program at its January 2S, 1982 special meeting. NOW, THEREFORE, BE IT RESOLVED that the document entitled, "Kodiak Island Borough Capital Improvements Program, 1982 - 1986" is hereby adopted, and BE IT FURTHER RESOLVED that the Borough's Capital Project priorities fiscal year 1982 -83 are as follows and for the reasons stated: 1. Kodiak Electric Association's Terror Lake Hydroelectric Project; (A source of electrical power whose generation is based on a renewable resource, as opposed to the use of fossil fuels, is vital to the survival of Kodiak and its continued development as the State's number one fishing community and port. Funds for this critically important facility are needed from the State in the form of direct appropriations and /or loan guarantees.) 2. City of Kodiak's Dog Bay Harbor and Near Island Bridge; (The accomplishment of the Near Island Bridge and Dog Bay Harbor projects are critical to the continuing expansion of Kodiak's position as one of the top three seafood providers in the nation. Industrial land for economic development will not become available until Near Island and its proposed facilities can be reached from Kodiak Island by a land -based route) 3. Kodiak Island Borough's Service District Number One Water and Sewer Project; (Additional funds are needed to accomplish Phase E of the project, which is presently being designed to resolve the State's number one health hazard.) 4. Kodiak Island Borough School Projects; (State assistance is needed to relieve the local bonded indebtedness burden incurred to provide facilities to meet State requirements for education.) 5. Kodiak Island Borough Road Projects; (Assistance is needed in the provision of access roads to subdivisions previously accomplished by the State which remain undeveloped due to the lack of such assess.)
