A RESOLUTION OF THE COUNCIL OF
KODIAK ISLAND BOROUGH ASSEMBLY AUTHORIZ
KODIAK REGIONAL ACTION TH., CITY OF KODIAK AND THE
RECREATION COMMITTEE ING THE E STABLISHMENT OF ^

WHEREAS, the Kodiak City Council and the Kodiak Island Borough
wish to ascertain the need for additional recreational facilities
and inventory existing facilities within the community; and
WHEREAS, past individual and group efforts to plan, fund and

WHEREAS, the Kodiak City Council and the Kodiak Borough
Assembly feel that it would be beneficial to organize a community
effort encompassing, but not limited to the analysis of need,

WHEREAS, the Council and Assembly have been asked by a certain
number of concerned citizens to for a committee to recommend a
plan of action,
NOW, THEREFORE, BE IT RESOLVED by the Kodiak City Council
and the Kodiak Island Borough Assembly that:
Section 1. A committee 1s hereby established to be known
as the Kodiak Recreational Advisory Committee Koncerned with
,Enjoyment and Recreation ( KRACKER).
Section 2
Membership: KRACKER shall consist of voting
Members as follows:
1 - Member of Kodiak Chamber of Commerce Board of Directors
2 - Health & Social Service Agency representatives
1 - Kodiak Island Borough Assembly representative
2 - Community members -at -large
1 - Member representing local Service Organizaticn
1 - Kodiak Arts Council
1 - Representative from Kodiak Area Native Association (KANA,
1 - Representative from Parents Teachers Association (PTA)
1 - Representative from the United States Coast Guard /Kodiak
1 - Parks & Recreation Director - City of Kodiak
1 - Kodiak City Council representative
Section 3. A quorum need not be present during general
discussions or presentations; however, a quorum shall be present
for all actions requiring a vote.
Section 4. Meetings shall be held at least once per month.
At the first meeting the committee shall select from its membership
a chairperson, vice - chairperson and secretary. A Progress Report
shall be compiled following three consecutive meetings. This
report shall be presented to the City Council and Borough Assembly
by the chairperson or vice - chairperson as appropriate. The purpose
of this Progress Report will be to keep the Council and Assembly
informed of the committee activities to date.
Section 5. KRACKER is specifically charged with the follow-
ing duties and responsibilities:
1. Needs Assessment Study which shall include, but is not
limited to the following:
Inventory of all existing facilities including
size, capacity, function, use, etc. Computations
shall include facilities under construction and
shall include both outdoor and indoor facilities.
B. Adequacy or inadequacy of existing and proposed
facilities.
C. Analysis of previously constructed studies related
to community needs, including reasons for accepting or
i rejecting proposals.
D. Examination of present use of facilities.
E. Projected growth factors related to existing facili-
ties.

2. Study of design and funding alternatives for outdoor and
indoor facilities.
