A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
ADOPTING OPERATING PROCEDURES FOR THE BELLS FLATS- RUSSIAN CREEK
!SERVICE DISTRICT.
I II WHEREAS, Ordinance 75 -26 -0 established the Bells Flats -
Russian Creek Service District, and
LI WHEREAS, Ordinance 79 -25 -0 provided for an elected five -
I (5) member advisory board, and
WHEREAS, Ordinance 80 -29 -0, Section 4.20.010D provided
! for the adoption of operating procedures,
NOW, THEREFORE BE IT RESOLVED by the Kodiak Island
I Borough Assembly that the following operating procedures are
adopted:
1. The Borough Manager shall annually solicit proposals
for a "Force Account" maintenance contract which will

be awarded by the Assembly after receiving recommen-
dations from the Advisory Board.
2. The Advisory Board shall have the responsibility for
the direction of the maintenance contractor for road
grading and snow removal.
3. The Advisory Board shall determine which main-
tenance projects are to be accomplished, and the Chair-
man of the Advisory Board shall inform the Borough
Engineer in writing of the Board's actions.
4. The Borough Engineer shall be responsible for preparing
any necessary plans and specifications, issuing work
orders to the maintenance contractor, and inspecting the
work.
5. Any work outside the provisions of the "Force Account"
maintenance contract shall be subject to the provisions
of Chapter 3.16 of the Kodiak Island Borough code of
Ordinances, and review by the Borough Engineer.
6. Emergency contracts may be approved by the Borough
Manager after review by the Borough Engineer.
