RESOLUTION NUMBER 80 -54 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
RATIFYING AND CONFIRMING THE RESULTS OF THE OCTOBER 7, 1980
GENERAL ELECTION.
WHEREAS, Pursuant to Law, the Kodiak Island Borough held
a General Municipal Election in the Borough on Tuesday, the 7th
day of October, 1980, at which time candidates for the following
offices to be filled were voted on:
One (1) Borough Mayor for an unexpired term of one year
Two (2) Borough Assemblymen for three -year terms, One (1) Borough
Assemblyman for an unexpired term of two years; One (1) Borough
Assemblyman for an unexpired term of one year; One (1) School
Board Member for a three -year term; One (1) Bells Flats Service
Area Advisory Board Member for a three -year term; Two (2) Mill
Bay- Island Lake - Spruce Cape Service Area Advisory Board members
for three -year terms; Two (2) Mill Bay - Island Lake - Spruce Cape
Service Area Advisory Board members for two -year terms; Three
(3) Mill Bay - Island Lake - Spruce Cape Service Area Advisory Board
members for one -year terms; and Proposition No. 1 on the question
"Shall the Kodiak Island Borough exempt its municipal officers
from Chapter 39.50 of the Alaska Statutes, pertaining to Conflict
of Interest "; Proposition No. 2 on the question "Shall the follow-
ing ordinance be enacted: 3.24.025 Taxation of Boats and Vessels.
A. Each boat and vessel of a registered or certified net tonnage
1 1 less than or equal to 5 tons which is maintained in the borough
is subject to a tax of $5.00 per year. B. Each boat and vessel .
registered or certified with a net tonnage of more than 5 tons
which is maintained in the borough is subject to a tax of $15.00
per year. C. Boats and vessels taxed under this section are
exempt from all other personal property taxes levied by the
Kodiak island Borough."; and Proposition No. 3 on the question
"Shall the Kodiak Island Borough Assume, in the AREA OUTSIDE the
CITIES, the powers necessary to provide Harbors, Wharves and
Other Marine Facilities ? ", and
WHEREAS, the returns of said election have been delivered
to and canvassed by the Kodiak Island Borough Assembly,
NOW THEREFORE, BE IT RESOLVED by the Kodiak Island Borough
Assembly:
Section 1: That the Assembly finds and hereby ratifies
and declares the results of the General Municipal Election held
within the Kodiak Island Borough on Tuesday, October 7, 1980 to
be as follows:
THAT for the position of Borough Mayor for a one -year
unexpired term the following votes were cast:
THAT DAN OGG received 988 votes; Write -in votes were
received for Nancy Anderson (301), Louis Gatson (1), Arnold
Garner (1), Bill Williams (3), Louis Garrett (10), Mary Anderson
(1), Gary Johnson (2), Bea Geddes (1), Dennis Murray (5), Frank P.
Parker, Jr. (5), Pete Resoff (6), Jan Anderson (1), Rastopsoff
(1), Lloyd L. Benton (1), Albert Ruble (1), Betty Wallin (1),

THAT for the position of Assemblyman for the two -year
unexpired term the following votes were cast:
THAT BETTY (HONEYBEE) BRUN received 344 votes;
WILLIAM H. BULEN received 548 votes; DAVID WAKEFIELD received
609 votes; Write -in votes were received for Frank Parker, Jr.

Therefore, it is hereby declared that DAVID WAKEFIELD has been
elected.
THAT for the position of Assemblyman for the one -year
unexpired term the following votes were cast:

Therefore, SUSAN J. KLEMZAK, ED FLERCHINGER and JAMES POULOS, JR.
were elected.
THAT Proposition No. 1, on the question of opting out of
Chapter 39.50 of the State Statutes, pertaining to Conflict of
Interest received 626 YES votes and 900 NO votes. There -
fore the Kodiak Island Borough will not opt out of AS 39.50.
THAT Proposition No. 2, on the question of enacting an
ordinance pertaining to taxation of Boats and Vessels (3.24.025)
received 429 YES votes and 1,156 NO votes. Therefore, the
Kodiak Island Borough will not enact an ordinance pertaining to
taxation of boats and vessels (3.24.025).
THAT Proposition No. 3, on the question of Assuming
powers to provide Harbors, Wharves and Other Marine Facilities
in the AREA OUTSIDE the CITIES, received 226 YES votes and
272 NO votes. Therefore, the Kodiak Island Borough will not
assume the powers in the Area Outside the Cities.

Assembly on this 14th day of October, 1980.
