1980-41 Declaring Certain Real Property Surplus To The Borough's Needs And Authorizing The Sale Of The Same.1 1 ), 1 -1 11; '- KODIAK ISLAND BOROUGH RESOLUTION N0. 80 -41 -R (Revised) A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH DECLARING ,CERTAIN REAL PROPERTY SURPLUS TO THE BOROUGH'S NEEDS AND AUTHORIZING THE SALE OF THE SAME. WHEREAS, the Kodiak Island Borough is the owner of certain real 'property and is not now deriving any revenue therefrom; and WHEREAS, the Planning and Zoning Commission has reviewed the Borough's needs of the parcels of land and declared the parcels surplus to the Borough's needs now and in the future; and WHEREAS, the parcels of land are zoned for private use and the ; zoning conforms to the Borough Comprehensive Land Use Plan; and WHEREAS, the Kodiak Island Borough Assembly has considered the ,Planning and Zoning Commission and Manager's recommendation to dispose of said real property. Only one (1) residential parcel shall be sold to a bidder. 2. A maximum of one (1) commercial /industrial parcel shall be sold to a bidder. 3. Minimum bid to be accepted is assessed valuation of parcel as established by the Borough Assessor. 4. The interest rate charged on any installment payments for the purchase of any parcel herein indicated for sale shall be 10% percent per annum. 5. KODIAK ISLAND BOROUGH MaybY v n l( FINDINGS WITH RESPECT TO BOROUGH ASSUMPTION OF THE POWER TO PROVIDE HARBORS, WHARVES AND OTHER MARINE FACILITIES IN THE AREA OUTSIDE OF CITIES Pursuant to A.S. 29.38.040, the Assembly finds: 1. Adequate marine facilities are basic to the economy and well being of Kodiak. 2. Planning with respect to marine facilities should be coordinated with Borough planning in general and coastal zone planning in particular. 3. It is desirable for planning and construction of marine facilities to occur at the local level to the maximum extent possible. 4. The Borough has sufficient experience with administration of construction of public facilities to exercise these powers effectively. 5. The Borough has sufficient financial and staff resources to enable it to exercise these powers in such a way as to promote the public interest. 6. Acquisition of these powers will enable the Borough to cooperate with and assist other municipalities to provide needed marine facilities efficiently and as expeditiously as possible.
