RESOLUTION NO. 80 -10 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY REQUESTING THE
STATE OF ALASKA FUND NINETY PERCENT OF THE NON- FEDERAL FUNDED PORTION OF LOCAL
SEWER AND WATER CONSTRUCTION AND TREATMENT PROJECTS.
WHEREAS, the Kodiak Island Borough finds the State of Alaska pre-
sently participates in funding the non - Federal portion of local sewer and water
improvement projects throughtout the State. And;
WHEREAS, the Borough finds that the local property owner costs for
public sewer and water projects is oft times prohibitive due to the unique soils
'conditions and construction costs encountered through the State. And;
WHEREAS. throughouttheKOdiak Island Borough most area soils consist
of bedrock within two to four feet of the surface requiring that sewer and water
line trenches be blasted out of the rock, thus creating costs when excavated to
a depth below the frostline far in excess of the local property owners ability
to pay. And;
WHEREAS, the Alaska State Legislature, the Executive Branch and the
Kodiak Island Borough Assembly are charged as elected and appointed officials to
protect the ensure the health and welfare of the citizens within our corporate
jurisdictional limits. And;
WHEREAS, providing public sewer and water treatment facilities to
all metropolitan urban and suburban areas provides a direct benefit to those
served and a substantial indirect benefit to all the citizens of the local
communities and State. And;
WHEREAS, the Borough Assembly finds that local property owners
• should participate in the cost of construction to a limited degree in addition
to having to share all operation and maintenance costs which in most rural com-
munities far exeeds similar service costs in larger metropolitan communities of
'.' the State. And;
NOW THEREFORE BE IT RESOLVED by the Kodiak Island Borough Assembly
. that the Assembly requests the Alaska State Legislature appropriate funds to
��cover ninety percent of the non - Federalparticipation costs for local sewer and
water distribution, collection and treatment facilities construction.
