1980-07 Requesting The Honorable Jay S. Hammond, Governor Of The State Of Alaska, Declare A Disaster Exists In The Kodiak Island Borough Emanating From Storm Damages sustained On January 20, 1980.1 "1 1 t l 1 I 1 •- KODIAK ISLAND BOROUGH RESOLUTION NO. 80 -7 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY REQUESTING THE HONORABLE JAY S. HAMMOND, GOVERNOR OF THE STATE OF ALASKA, DECLARE A DISASTER EXISTS IN THE KODIAK ISLAND BOROUGH EMANATING FROM STORM DAMAGES SUSTAINED ON JANUARY 20, 1980. WHEREAS, on January 20, 1980 the Kodiak Island Borough sustained extensive wind and heavy sea's damage resulting from a winter storm generating winds gusting to velocities in excess of fifty (50) miles per hour, and, WHEREAS, the Honorable, Alan Beardsley, Mayor of the City of Kodiak, has by Public Proclamation, proclaimed a disaster exists within the City of Kodiak, resulting from damage sustained to City Facilities during the storm, and, WHEREAS, the City of Kodiak estimates damage to Port Facilities located within the City of Kodiak's St. Paul Harbor are in excess of three hundred -fifty thousand (5350,000) dollars, and, WHEREAS, the City Port Facilities are utilized by Sea Land and the American President Lines for transhipment to numerous South Central, Alaska and Aleutian Chain Communities, and, WHEREAS, even temporary loss of utilization of these facilities will result in a loss of goods to many of Alaska's communities from Cordova to Dutch Harbor, and, WHEREAS, the City of Port Lions sustained damage to their dock and harbor facilities in excess of fifty thousand (550,000) dollars. Damaoes included loss of the ramp from the dock to the floats and damage to a number of small boat berthing slips, and, WHEREAS, the City of Ouzinkie sustained extensive damage to it's board walks adjacent to the harbor, and, WHEREAS, the City of Old Harbor sustained erosion damage to the areas supporting the communities fuel oil supply tanks, and, compounded through loss of oil supplies and oil spill clean -up if this repair I l work is not accomplished immediately, and, I i shoreline,eroded rip -rap which must be repaired to prevent further beach 1 erosion, and, WHEREAS, the potential for additional costs in Old Harbor could be WHEREAS, the City of Akhiok sustained extensive damage to the beach Page 1 - Resolution No. 80 -7 -R WHEREAS, the City of Karluk and the City of Akhiok sustained ' extensive damage through loss of roofing shingles to Rural Native Housing units constructed by the K.A.N.A. Housing Authority in 1978. NOW, THEREFORE BE IT RESOLVED, by the Kodiak Island Borough Assembly that the Assembly request the Governor declare a disaster exists and authorize the Director of the Office of Emergency Services Authority to proceed in making funds available for repair of storm damaged public facilities and property. l/ PASSED AND APPROVED this day of jJ�/jjduL 1980.
