District And The Regional Director Of The Department Of National Marine Fisheries.l n „ i I l Z n KODIAK ISLAND BOROUGH RESOLUTION NO. 80 -6 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY REQUESTING ASSISTANCE FROM THE GOVERNOR OF THE STATE OF ALASKA, THE COMMANDANT OF THE SEVENTEENTH U. S. C. G. DISTRICT AND THE REGIONAL DIRECTOR OF THE DEPARTMENT OF NATIONAL MARINE FISHERIES. WHEREAS, the U. S. Department of Interior Bureau of Land Manage- ment has issued a draft Environmental Impact Statement for the Western Gulf of Alaska 0. C. S. Lease Sale No. 46, and, WHEREAS, the 0. E. I. S. public hearing is scheduled to take place at 9:00 A.M., Tuesday, February 5, 1980, in Kodiak, Alaska and will be continued at 9:00 A.M., Thursday, February 7, 1980, in Anchorage, Alaska, and, WHEREAS, the Kodiak Island Borough through its 0.C.S. Advisory Council and Technical Assistance Consultants has found the 0. E. I. 5. sub - stantually and technically deficient in a number of specific areas, and, WHEREAS, in order to provide the broadest possible presentation of testimony on this D. E. I. 5. its technical deficiencies and obvious impacts to the Kodiak Island Borough, the Kodiak Island Borough respectfully requests the Governor of the State of Alaska direct all State Departments and Aaencies review the D. E. I. 5. and to allow representatives of the departments to present professional testimony based on their individual areas of expertise at the public hearing without prejudice to the individual or the department, and, WHEREAS, the Kodiak island Borough further makes this same request of the Commandant of the Seventeenth U. S. C. G. District requesting the U. 5. 'Coast Guard, specifically address the oil spill contingency plan provisions along with other issues of concern to the Coast Guard, and, WHEREAS, the Kodiak Island Borough requests this same assistance from the Regional Director of the National Marine Fisheries Service that !professional employees of the agency be allowed to present professional testi- I, money on the effects of the sale on the Marine Environment as presented in the I, D. E. I. S. without prejudice to the individuals involved, aid, position reports or comments which may be submitted directly to the Secretary of the U. S. Department of Interior or through the A -95 Clearing House Review 1 Process. WHEREAS, this testimony would be separate and apart from any agency 1 1 i! 1 I 1 1 1 NOW, THEREFORE BE IT RESOLVED by the Kodiak Island Borough Assembly that the Borough Administration be directed to send this Resolution to the Governor of the State of Alaska, the Commandant of the Seventeenth U. S. Coast Guard District and the Regional Director of National Marine Fisheries Service imploring their assistance in this matter of vital concern to the Kodiak Island Borough and its residents. The Resolution requests the Governor of the State of Alaska, the Commandant of the seventeenth U.S. Coast Guard District and the Regional Director of the National Marine Fisheries Service to allow their employees to appear at the hearing and present professional testimony based on their individual expertise as to the adequacy of the D.E.I.S. and its cumulative impacts on this community.
