A RESOLUTION OF THE KODIAK ISLAND BOROUGH, ALASKA CONSENT_.
TO THE LOCATION OF CERTAIN DOCK AND RELATED FACILITIES AND FISH
PROCESSING AND STORAGE FACILITIES TO BE FINANCED BY THE ALASKA
INDUSTRIAL DEVELOPMENT AUTHORITY ON BEHALF OF THE OLD HARBOR
NATIVE CORPORATION.
it WHEREAS, the 01d Harbor Native Corporation (the "Comna. ^.y ")
J proposes to construct and operate certain dock and related
q facilities and fish processing and storage facilities; and

WHEREAS, the construction of such facilities will have a
it beneficial local and state -wide economic impact, including the
generation of approximately 54 permanent jobs and the payment
II i, of an estimated eight million dollars to fisherman; and
WHEREAS, provision to meet increased demand on public
i, facilities from the project is reasonably assured; and
it
WHEREAS, the Company has determined to borrow funds to
finance the costs of the facilities it proposes to construct;
and
WHEREAS, the Federal tax laws make provision for exemption
from Federal income tax of interest on certain revenue bonds
i ' issued to finance the cost of such facilities; and
WHEREAS, under the Alaska Industrial Development Authority
Act, Alaska Statutes 44.61, as amended (the "Act "), the Alaska
Industrial Development Authority (the "Authority ") can proceed
with issuance of such bonds to assist the Company in financing
the cost of such facilities; and
WHEREAS, the Company has requested that the Kodiak Island
Borough Assembly adopt a resolution consenting to the location
of the aforesaid facilities which are situated in the City of
Old Harbor in the Kodiak Island Borough and which comprise the
major portion of the facilities (the "Project ") described in
the Company's request to the Assembly; and
WHEREAS, it is appropriate and desirable to adopt a
resolution consenting to the location of said facilities.
NOW THEREFORE, BE IT RESOLVED by the Kodiak Island Borough
Assembly as follows:
Section 1. That the Kodiak Island Borough Assembly hereby
consents to the location of the Project within the Kodiak Island

Borough, Alaska, which Project is more fully described in
Exhibit "A" attached hereto and made a part of hereof, as s .:ch
consent is.contemplated by and specified in the Act.
Section 2. • That the Kodiak Island Borough Clerk is hereby
authorized and directed to file a certified copy of this
resolution with the Authority pursuant to the Act and to provide
to the Company a certified copy of this resolution.
Section 3. This resolution is effective immediately upon
its approval by the Kodiak Island Borough Assembly.
