ASSEMBLY RESOLUTION NO. 79 -15 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY ADOPTING A MANUAL
•ETTING FORTH THE PROCEDURE FOR CAPITAL IMPROVEMENT PLANNING.
WHEREAS, Title 29, Alaska State Statutes, Chapter 33 Article 4, Sub -
ection 29.33.080 (b) (1) requires the Planning and Zoning Commission prepare
end recommend to the Borough Assembly for adoption a Comprehensive Plan for
he Borough, and;
WHEREAS, Title 29, Alaska State Statutes, Subsection 29.33.085 (a)
equires that the plan include standards to guide the social, physical and
conomic development of the community, and;
WHEREAS, the Kodiak Island Borough Planning and Zoning Commission has
eviewed and recommended for adoption a Capital Improvement Plan Procedural
anual for use by all local governments and departments throughout the Borough,
nd;
WHEREAS, adoption of this plan will assist the Commission in it's
equirement under Title 2, Section 2.24.030 (e) of the Kodiak Island Borough
;ode of Ordinances in preparing and recommending the Annual Capital Improvement
'lan for adoption by the Assembly, and;
WHEREAS, the Borough Assembly finds it incumbant upon the Assembly to
dopt a procedural policy statement which sets forth the methodology for
ound long -range fiscal planning.
I NOW, THEREFORE BE IT RESOLVED by the Kodiak Island Borough Assembly
hat the Assembly hereby adopts the attached, Kodiak Island Borough Capital
mprovements Program Manual, dated February 1, 1979.
