RESOLUTION NUMBER 78 -66 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY RATIFYING AND
CONFIRMING THE RESULTS OF THE OCTOBER 3, 1978 GENERAL ELECTION.
WHEREAS, Pursuant to Law, the Kodiak Island Borough held a General
Municipal Election in the Borough on Tuesday, the 3rd day of October, 1978,
at which time candidates for the following offices to be filled were voted on;
Three (3) Borough Assemblymen for three -year terms, each; Two (2)
School Board Members for three -year terms each; and Proposition No. 1 on the
question "Shall the Ordinance, proposed by initiative petition, be enacted
which would (1) Provide that establishments operating under beverage dispensary
licenses or retail licenses, pursuant to Alaska Statutes relating to the sale
of alcoholic beverages, be closed from 2:00 A.M. Sunday to 2:00 A.M. Monday.
(2) Regulate packaging, on- premise consumption and tax markings on beverages
sold by such establishments, and (3) Define the rights of holders of Restaurant,
Club and Recreational Site licenses with respect to sale of alcoholic beverages;"
Proposition No. 2 on the question "The Kodiak Island Borough elects to opt out of
the Alaska State Conflicts of Interest Law: A.S. 39.50. A law requiring dis-
closure by public officials and candidates of financial and business interest. ";
Proposition No. 3 on the question "Authorizing exercise in the area outside
cities of the powers necessary to provide the following public facilities and
services: (1) Water facilities and services, (2) Sewer and sewage treatment,
(3) Streets and sidewalks "; and Proposition No. 4 on the question "Shall a
charter commission be formed (and charter commission members be elected as
elsewhere provided on this ballot) to prepare, adopt and submit to the voters
for their approval or rejection a proposed charter uniting Kodiak Island Boroughl
and all cities within it as a single unit of home rule government having the
powers, duties, and functions of a unified government as authorized by law ?"
and,
WHEREAS, the returns of said election have been delivered to and
canvassed by the Kodiak Island Borough Assembly,
NOW THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly:
Section 1: That the Assembly finds and hereby ratifies and declares
the results of the General Municipal Election held within the Kodiak Island
Borough on Tuesday, October 3, 1978 to be as follows:

THAT for the positions of Assemblymen for three -year terms the
following votes were cast:
THAT THOMAS E. LOGAN received 494 votes; WILLIAM L. FEARN re-
ceived 692 votes; ARNOLD T. HANSEN received 1,014 votes; WILLIAM G. (BILL)
WILLIAMS received 656 votes; DAN OGG received 848 votes; Write -in votes
were received for Okey Chandler (1); Frank Parker, Jr. (1); George Wallin (1);
John Jaskoski (1); Alan Austerman (1); Ed Jack (2); Mrs. Rud Wasson (2);
Emil Malutin (1); Jim Ashford (1); Dave Woodruff (1); Wilton White (2); Fred
Gaffney (1); Tom Frost (1); and Alan Panamarioff (1): Reed Oswalt (1); Dave
Hernstein (1). THEREFORE, WILLIAM F. FEARN, ARNOLD T. HANSEN, DAN OGG were elect

THAT for the positions of School Board Member for three -year terms,
the following votes were cast:
THAT LOUISE COLLINS received 897 votes; JIM M. OLSON received
782 votes; Write -in votes were received for Wesley Powell 289 ; Pat Briggs
232 ; Phyllis Scholl (1); Okey Chandler (3); Cliff Davidson (1); John P.
Randolph (1); Jim Bellimechi (1); Pat Heitman (1); Jo Hajdu (1); Marla Palmer
(1) Carlos Taton (1); Bob Main (2); Brent Mackie (1); Rev. Childs (1); Ken
Danm (2); Nonn Wooten (1); and Tom Frost (1): Hazel Jones (1); Dick Sims (1);
Bill Agnot (1); Jane Petrich O'Brien (1), LOUISE COLLINS, JIM OLSON were elected
THAT Proposition No. 1 pursuant to Alaska Statutes relating to sale
'of alcoholic beverages from 2:00 AM. Sunday to 2:00 AM. Monday be closed re-
ceived 526 YES votes and 1,012 NO votes. Therefore, the Kodiak Island
Borough will not close the establishments during those hours.
THAT Proposition No. 2 on the question of opting out of the State
Conflicts of Interest Law received 588 YES votes and 908 NO votes. There-
fore the Kodiak Island Borough will not opt of A.S. 39.50.
THAT Proposition No. 3 on the question of exercising the powers
necessary to provide (:1) water facilities and services received 206 YES
votes and 276 NO votes; (2) sewer and sewage treatment received 198 Yes
votes and 277 NO votes; and (3) streets and sidewalks received 180 YES
votes and 296 NO votes. Therefore, the Kodiak Island Borough will not
exercise the above powers.
THAT Proposition No. 4 on the question of forming a Charter Com-
mission received 486 YES votes and 1,003 NO votes. Therefore, the Kodiak
Island Borough will not form the above commission.
