A RESOLUTION OF THE KODIAK ISLAND BOROUGH REQUESTING
THE SECRETARY OF THE U. S. DEPARTMENT OF INTERIOR RE- INSTITUTE
HIS POLICY POSITION ESTABLISHING ORGANIZED BOROUGHS AS BEING
VALID THIRD PARTIES UNDER THE ALASKA NATIVE CLAIMS SETTLEMENT ACT
WHEREAS, the enactment of the Alaska Native Claims
Settlement Act created many areas of conflict with selections
of land made by the Kodiak Island Borough, and,
WHEREAS, the Kodiak Island Borough is currently
considering a Resolution in support of the Afognak land
exchange to help resolve land problems resulting from the
Alaska Native Claims Settlement Act,
THEREFORE, BE IT RESOLVED, that the Kodiak Island
Borough through this resolution inform President Carter, the
Secretary of the Interior, the Department of the Interior,
the Solicitor Generals Office, Senator Ted Stevens, Senator
Mike Gravel, Congressman Don Young, Congressman John Seiberling,
Senator Morris K. Udall, Senator Henry Jackson, Chairman of
the Senate Resources Committee, Governor Hammond and Commissioner
LeResche, urging the Secretary of the Interior to re- affirm
his original ruling of December 1977 whereby Boroughs were
determined to have valid third party interest in said lands.
