RESOLUTION PROVIDING FOR CONCEPT APPROVAL BY THE KODIAK
ISLAND BOROUGH TO PARTICIPATE WITH THE FEDERAL -STATE LAND USE
COMMISSION IN A SOUTHCENTRAL PILOT DEMONSTRATION PROGRAM TOWARD
IMPLEMENTATION OFA STATEWIDE DATA MANAGEMENT SYSTEM UTILIZING
THE COASTAL LONE MANAGEMENT PROGRAM.
WHEREAS, the Federal -State Land Use Planning Commission
intends to computerize all Statewide and regional knowledge
available on Alaska's resources through participation of Federal
and State agencies and local governments and to update this
information on a continuous basis so that all agencies and the
public, at any time, can have access to the same source of know-
ledge for their use.
WHEREAS, it is the objective of the Federal -State Land
Use Planning Commission to:
1) Provide a common data base of knowledge that
agencies and the public would use to arrive at
the interpretation of facts needed to develop
information directed to specific purposes.
2) Develop techniques to facilitate the transfer
of data and knowledge between: the various
agencies; the scientific community; and the
public, which will include:
(A) Implementing a statewide data management
system;
(B) Coordination of data collection programs;
(0) Compatibility of data systems
WHEREAS, it is within the purview of the Kodiak Island
Borough to have an interest in and participate in the Coastal
Zone Management Program and to be concerned with the facilitation
and transmission of resource information for future land use
planning in the Borough in accordance with the adopted standards
and guidelines of the State's Coastal Zone Management Act.
This is best accomplished by participating with the Federal -
State Land Use Planning Commission in the utilization of the

Alaska Resources Information System (ARIS) Program for the data
management and distribution of Coastal Zone Resource information
as a pilot program in Southcentral Alaska.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island
Borough Assembly that this Resolution be approved in support of
the Pilot Demonstration Program, to be developed by the Federal -
State Land Use Planning Commission in cooperation with the
Municipality of Anchorage and funded by the Office of Coastal
Management.
