RESOLUTION NUMBER 78 -11 -R
A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
REQUESTING THE HONORABLE JAY S. HAMMOND, GOVERNOR OF THE STATE
OF ALASKA, DECLARE THE VILLAGE OF KARLUK, ALASKA, A DISASTER AREA.
WHEREAS, during the weekend of January 7 -8, 1978, the
coastal fishing village of Karluk sustained extensive damage from
winds and high seas; and
WHEREAS, the village of Karluk is divided by a lagoon
estuary at the mouth of the Karluk River, and the two segments of
the village are connected by a spit of some 4,000 feet and a foot
bridge which spans the river; and
WHEREAS, the storm has collapsed the State constructed foot
birdge; breached the spit in at least four locations resulting
in irreparable damage; washed out the village fuel tank, spilling
several structures; eroded the river bank to the extent that
several additional homes and community facilities are in danger of
collapse; and
WHEREAS, the damages sustained in Karluk have cut off the
majority of the community from the store, school, and float plane
beaching area; and
WHEREAS, the costs of re- establishing necessary services
replacing lost structures, reconstructing the bridge, repairing
the spit for foot traffic, far exceed the financial capabilities
of the village government and the Kodiak Island Borough.
NOW, THEREFORE, BE IT RESOLVED the Kodiak Island Borough
Assembly requests the Honorable Jay S. Hammond, Governor of the
State of Alaska, declare the village of Karluk a disaster area and
eligible for State and Federal disaster relief and reconstruction
funds.
