RESOLUTION NUMBER 70- 26 -R
A RESOLUTION RATIFYING AND CONFIRMING THE RESULTS
OF THE NOVEMBER 4, 1970 GENERAL ELECTION
WHEREAS, pursuant to Law the Kodiak Island Borough
held a general municipal election in the Borough on Tuesday,
November 3, 1970, at which time candidates for the following
offices to be filled were voted on:
One (1) Borough Assemblyman for a three -year term
and two (2) School Board members each for a three -year term
and one (1) School Board member for a two -year term, and the
following two (2) Propositions:
PROPOSITION NO. 1:
"Shall the Kodiak Island Borough, State of Alaska,
incur indebtedness in a sum not exceeding FIVE MILLION SIX
HUNDRED AND EIGHTY THOUSAND and No /100ths ($5,680,000.00)
DOLLARS and issue general obligation bonds in said amount for
the purpose of constructing basic educational high school
facilities at Kodiak, together with appurtenances, swimming
pool, auxiliary space and site development necessary for said
structures, and construction of an Elementary school building
and multi - purpose unit at Ouzinkie, Alaska, together with
appurtenances, auxiliary space and site development necessary
for said structures;and pledge the full faith and credit of
the Kodiak Island Borough to payment of any indebtedness so
. incurred and issue general obligation bonds with interest,
payable semi - annually and maturing within twenty -five (25)
years or less, all as is authorized by the Statutes of the
State of Alaska and provided by Resolution No. 70 -21 -R of the
Kodiak Island Borough passed and approved the first day of
October, 1970."
PROPOSITION N0. 2:
"Shall the Kodiak Island Borough Assembly have
the power to levy and collect a consumer's sales tax not
exceeding two per cent (2%) of the sales price on all retail
sales, on all rents and on all services made within the
confines of the Kodiak Island Borough and the revenues
derived therefrom to be used for and applied towards the
retirement of any bonded indebtedness for bonds which may be
sold by the Kodiak Island Borough for the construction of
new schools in the Kodiak Island School District."
WHEREAS, the returns of said election have been
delivered and canvassed by the Kodiak Island Borough Assembly;
NOW, THEREFORE, BE IT RESOLVED by the Kodiak
Island Borough Assembly:

Section 1: That the Assembly finds and hereby
ratifies and declares the results of the general municipal
election held within the Kodiak Island Borough on Tuesday,
November 3, 1970, to be as follows:
That T. T. Jackson received 382 votes for
the position of Borough Assembly for a three -year term and
E. E. (Gene) Erwin received 345 number of votes; therefore
T. T. Jackson was elected to that position.
That Emil Norton received 901 votes for the
position of School Board Member for a three -year term;
Clarlee I. Brothers received 358 votes; Arthur Haakanson
received 313 votes; "Jo" Hajdu received 797 votes;
and David Wodlinger received 730 votes; therefore it is
hereby declared that Emil Norton and "Jo" Hajdu have each been
elected to the School Board for a three -year term. James D.
Fulp received 649 votes for the position of School Board
Member for a two -year term; Dolores L. Padilla received 563
votes; and Lynn F. Saupe received 437 votes; therefore,
it is hereby declared that James D. Fulp has been elected to
the School Board for the two -year term.
That there were 831 votes cast in favor of
Proposition No. 1, that is the incurring of indebtedness in
the sum of FIVE MILLION SIX HUNDRED AND EIGHTY THOUSAND and
No /100ths ($5,680,000.00) DOLLARS for school construction and
891 votes cast in opposition to said Proposition; therefore
it is hereby declared that Proposition No. 1, the School Bond
Issue, failed.
That there were 847 votes cast in favor of
the authorization for the levy and collection of a consumer's
sales tax not exceeding two per cent (2%) and there were
881 votes cast in opposition to said Proposition; therefore
it is hereby declared that Proposition No. 2, the Sales Tax

Proposition, has failed.
Section 2: The Borough Clerk is hereby authorized
and directed to perform any and all duties in connection with
the certification of these results and the swearing in of the
successful candidates for office.
PASSED AND APPROVED by the Kodiak Island Borough
Assembly this 10th day of November, 1970.
