RESOLUTION NO. 70 -14 -R
A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
IN OPPOSITION TO THE USE OF ONE HUNDRED TWENTY MILLION DOLLARS
OF STATE FUNDS FOR THE CONSTRUCTION OF THE TAPS ROAD
WHEREAS, there is pending in the Alaska State
Legislature legislation which would authorize the expenditure
of ONE HUNDRED TWENTY MILLION DOLLARS ($120,000,000.00) of
State funds for the construction of the TAPS road to the
North Slope and
WHEREAS certain questions have been raised both by
the Office of the Attorney General and the Alaska Legislative
Council's Office about the legality of the repayment scheme
of the monies to be expended for this road and
WHEREAS, the immediate needs of the State are many
and diverse and the expenditure of ONE HUNDRED TWENTY MILLION
and No /100ths ($120,000,000.00) DOLLARS would further delay
the funding of other programs throughout the State which are
now long overdue and which if required to wait for the re-
payment of the ONE HUNDRED TWENTY MILLION and No /100ths
($120,000,000.00) DOLLARS would be many more years delayed if
ever accomplished.
NOW THEREFORE, BE IT RESOLVED by the KODIAK ISLAND
BOROUGH ASSEMBLY that this ASSEMBLY voice its opposition to
the expenditure of ONE HUNDRED TWENTY MILLION and No /100ths
($120,000,000.00) DOLLARS of State funds for the construction
of the TAPS road and that copies of this Resolution be for-
warded to the appropriate State officials, including the
Governor of the State, the senator and representative from
this District and the chairman of the respective committees of
the House and Senate considering this Bill.
