JOINT RESOLUTION
WHEREAS, the economy of the State of Alaska and its inhab-

itants is largely dependent upon the resources of the sea, and;
4
WHEREAS, the State is now entering a period of increased
5
harvest activity of its salmon, halibut, shrimp, crab and other
6
7 fish and shell fish resources, and;
8 WHEREAS, in recent months the waters of the State have
9 been polluted, with increasing frequency, by excessive spills
10 and dumping of petroleum products, and;
11 WHEREAS, these spills and dumpings have a detrimental effect
12 on marine life and could adversely affect the market value and
13
possibly render unfit for human use some of these resources
14
thereby affecting the welfare and well being of the residents
15
16 of this State and the resources as well;
17
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough
18
Assembly and the Common Council of the City of Kodiak, Alaska
19
that-the State of Alaska and the United States Government be and
20
21 they are hereby requested to utilize every means within their
22 respective powers to see that these resources are adequately
23 protected from exposure to contamination by instituting a pro -
24 gram of surveillance and patrol on an expanded basis and by
25 enacting and enforcing strong measures against all parties
26
found responsible for creating or permitting such problems to
27
arise.

We further request copies of this resolution be provided
29
30 : to members of the State Legislature, the Governor and members
31 j -of the Alaska Congressional Delegation requesting and urging
32 I their full support in this endeavor.
