AN ORDINANCE AMENDING TITLE 2 ADMINISTRATION AND PERSONNEL
BY ADDING CHAPTER 2.49 ARTS COUNCIL ADVISORY COMMITTEE
WHEREAS, the Kodiak Arts Council, Inc. is a non - profit corporation that adds a very
important dimension to the fabric of the Kodiak community; and

WHEREAS, being a non - profit organization with a small staff results in health and
retirement benefits being very expensive to the point of being cost prohibitive; and
WHEREAS, including the executive director of the Kodiak Arts Council in the much
larger group brings the cost of benefits down to an affordable level; and
WHEREAS, providing this assistance will be at no cost to the Kodiak Island Borough
or its taxpayers but does provide a very real service to the community;
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is of a general and permanent nature and shall become
a part of the Kodiak Island Borough Code of Ordinances.
Section 2: Title 2 ADMINISTRATION AND PERSONNEL is hereby amended to add
Chapter 2.49 Arts Council Advisory Committee as follows:

2.49.040 Administrative assistance.
2.49.010 Created -- Membership. There is created an arts council advisory committee which
shall consist of three (3) borough residents, which are appointed by the assembly from a list of
candidates provided by the Kodiak Arts Council, Inc. Board of Directors. The committee shall
designate its chairman.
2.49.020 Term -- Compensation.
A. The members shall serve for one (1) year. Appointments to fill vacancies shall be for the
unexpired term only.
B. Members of the committee shall serve without compensation.

Kodiak Alts Council, Inc. The colnlllittee shall provide direct input to the mayor un hiring
dllllual evaluation of - t AGC,utive d irector Meetings shall be public except that executive
sessions may be held in accordance with section 2.17.030 of this code. The committee shall meet
at least quarterly at times and places designated by the chairman, but meetings need not be held
if no business is pending. The chairman or a majority of the committee may call a special
meeting. The committee shall give reasonable public notice of its meetings.
2.49.040 Administrative assistance. The mayor or his designee shall:
A. Furnish the committee with copies of all requested documents and other information
necessary or reasonably related to the performance of committee functions.
B. Provide the committee with such supplies, meeting space, and secretarial assistance as the
mayor deems reasonably required.
C. Refer to the committee for their consideration all non - emergency matters within the scope
of its powers and duties prior to presenting those matters to the assembly for action.

D. Transmit all recommendations and other communications from the committee to the
assembly.
