1993-19 Amending the Personnel Rules and Regulations by Updating and Adding Various Position Descriptions and Amending Schedule IIKODIAK ISLAND BOROUGH ORDINANCE NO. 93 -19 Introduced by: Mayor Selby Requested by: Mayor Selby Drafted by: Mayor Selby Introduced: 03/18/93 Public Hearing: 04/01/93 Amended: 04/01/93 Adopted: 04/01/93 AN ORDINANCE AMENDING THE PERSONNEL RULES AND REGULATIONS BY UPDATING AND ADDING VARIOUS POSITION DESCRIPTIONS WHEREAS, the Kodiak Island Borough Assembly, in keeping with the personnel policy, recognizes that personnel rules and regulations must be amended from time to time in order to provide for necessary personnel adjustments; and WHEREAS, the Kodiak Island Borough Assembly adopted the compensation study as a methodology that enables equitable distribution of salary ranges on July 6, 1989; and WHEREAS, the following amendments have been reviewed by the Personnel Advisory Board at their regular meetings held on November 23, 1992 and February 24, 1993 and unanimously recommended approval by the Assembly; NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: This ordinance is of a general and permanent nature and shall become a part of the Kodiak Island Borough Personnel Rules and Regulations. Performance of duties will require contact with the general public and the ability to deal professionally in explaining the ad valorem appraisal process. Assessment Clerk II---- Appraiser - - -- Appraiser Technician Assessment Clerk I Minimum Qualifications: Assessor Assessor Page 2 of 2 A degree in real estate science, business administration or management, and a minimum of three (3) years of progressively responsible experience in ad valorem appraisal work; or, six (6) years of progressively responsible real estate or ad valorem appraisal work including three (3) years of supervisory experience in an assessment office with preference for those having served as an Assessor or Deputy Assessor. This position requires certification by the Alaska Association of Assessing Officers as an Alaska Certified Assessor Appraiser Level III or sufficient experience and coursework to acquire certification within the 90 day probationary period. Specific Indicators - Minimum Knowledge of principles, methods and techniques of real and personal property appraisal. Knowledge of construction methods, techniques, and materials. Knowledge of the laws, rules, and regulations governing real property appraisal and property taxation. Knowledge of the current literature, trends, and developments relative to real property appraisal. Knowledge of the principles of supervision, planning, organization, and administration. Knowledge and ability to operate and direct a Computer Assisted Mass Appraisal Program. Ability to plan, direct, train, and review the work of subordinates.
