AN ORDINANCE AMENDING THE PERSONNEL RULES AND REGULATIONS
BY UPDATING AND ADDING VARIOUS POSITION DESCRIPTIONS
WHEREAS, the Kodiak Island Borough Assembly, in keeping with the personnel
policy, recognizes that personnel rules and regulations must be amended
from time to time in order to provide for necessary personnel
adjustments; and
WHEREAS, the Kodiak Island Borough Assembly adopted the compensation study as
a methodology that enables equitable distribution of salary ranges on
July 6, 1989; and
WHEREAS, the following amendments have been reviewed by the Personnel
Advisory Board at their regular meetings held on November 23, 1992
and February 24, 1993 and unanimously recommended approval by the
Assembly;
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is of a general and permanent nature and shall become a
part of the Kodiak Island Borough Personnel Rules and Regulations.
Section 2: Position Descriptions is amended by adding position descriptions, as
attached, for the following:

Job Title: Assistant Director
Department: Mental Health Center
Supervisor: Mental Health Center Director
Job Summary: Supervises and coordinates the clinical function of the Mental Health Center
within the guidelines determined by the Mental Health Center Director and as consistent with
Borough Code and accepted general mental health practice. Assists the Mental Health Center
Director in the management of the Center and in the coordination of services to individuals and
agencies of the Borough, as directed. Provides clinical services appropriate to professional
credential and Center need as determined with the Director. Shares on -call responsibility.
Reports to the Mental Health Center Director. This is an exempt position.

1. Ongoing 20 Supervises clinical staff including conducting performance
evaluations. Assures provision of clinical supervision for the
Center. Advises and supervises members of the clinical staff on
case management and treatment issues. Assesses the need for,
organizes, and provides staff development for clinical staff
members.
2. Ongoing 5 Works with Mental Health Center Director to ensure that records
meet local, state and federal qualitative standards. Assures that
Center practices are designed to maintain client confidentiality.
3. Ongoing 5 With the Director, plans, develops and implements mental health
programs throughout the Borough. Works with the Director in
updating and revising goals and objectives for all programs.
4. As needed 5 Provides information necessary for the preparation of the annual
budget and other standard documents as requested. Acts as
Center representative to meetings and functions as requested.
Acts as Director in the Director's absence.
5. Ongoing 50 Provides psychotherapy and other clinical services for Mental
Health Center clients as well as necessary documentation on the
same.

Minimum Qualifications: Assistant Director
PhD in psychology or psychiatric social work and four years of progressively
responsible experience, or Master' s Degree in psychology or psychiatric social work
and five years of progressively responsible experience. Years of experience must
include at least three years in a mental health or closely related clinical setting and at
least one year in an administrative or supervisory capacity. Appropriate licensure
required.
Specific Indicators - Minimum
Knowledge of principles and practices of psychotherapy, community mental health
services, community organization and involvement.
Ability to effectively engage in psychotherapy with patients; establish and maintain the
confidence and cooperation of patients and persons contacted.
Knowledge and understanding of social and cultural differences of ethnic, religious and
other groups in the community.
Knowledge of state and federal mental health programs and laws; current trends in
mental health; scope and activities of state and federal mental health programs.

educational and other agencies in mental health services.
Ability to establish and maintain effective working relationships with the Mental Health

personnel transactions are in accordance with the Borough
personnel policy and procedural manual.
Maintains master employee lists, with correct position
descriptions, ranges and grades. Notifies department
heads when employees are due for performance
evaluations and recommended step increases. Reviews
department requests for position reclassifications and
submits recommendations to the Borough Mayor. Drafts
job descriptions as requested by a department head or the
Mayor.
Reviews and ensures completeness and accuracy for all
personnel action notices for Borough employees regarding
changes in pay rate, title, cost center, status, merit review
dates, separation from employment, leaves of absence,
etc.
Develops, maintains, and routinely evaluates a system for
recruitment and selection of new employees consistent
with applicable laws, regulations, rules, and policies.
Advertises position vacancies pursuant to provisions of the
personnel policy and procedural manual, and accepts and
processes incoming applications. Notifies applicants of
hiring status.
Responsible for developing, maintaining and routinely
evaluating new employee orientation program and exiting
employee program. Explains employee insurance
programs and benefits to employees and completes
necessary paperwork.

Prepares and recommends to the Borough Mayor revisions
of and amendments to the personnel policy and procedural
manual. Serves as custodian for and handles distribution
of these documents.
8. Drafts and distributes specific policies to ensure
compliance with changing federal requirements (i.e. drug -
free workplace, sexual harassment, OSHA). Ensures
compliance with federal and state posting requirements for
all borough facilities.
9. Assists supervisors and employees in the uniform
administration of the personnel policy and procedural
manual. Assists Accounting Technician in the resolution
of payroll- related policy questions.
10. Tracks employee longevity and service pin eligibility and
completes all necessary paperwork.
11. Responsible for special projects assigned by the Borough

work experience with at least one year in a personnel capacity. Successful completion of
college coursework may be substituted for two years of the desired experience.
Comprehensive experience with personal computers, various software programs and
recordkeeping preferred.
Specific Indicators - Minimum
Knowledge of applicable federal and state laws, regulations, rules, and policies related
to personnel administration.
Knowledge of correct and effective use of English grammar and business arithmetic.
Ability to analyze a wide variety of information and to prepare clear and concise
reports.

property, evaluation of operations, develops long -term and short-term appraisal programs, and
develops policies and procedures to ensure uniformity and efficiency in appraisals. Work is
performed with considerable independence.

A degree in real estate science, business administration or management, and a minimum of
three (3) years of progressively responsible experience in ad valorem appraisal work; or, six
(6) years of progressively responsible real estate or ad valorem appraisal work including three
(3) years of supervisory experience in an assessment office with preference for those having
served as an Assessor or Deputy Assessor. This position requires certification by the Alaska
Association of Assessing Officers as an Alaska Certified Assessor Appraiser Level III or
sufficient experience and coursework to acquire certification within the 90 day probationary
period.
Specific Indicators - Minimum
Knowledge of principles, methods and techniques of real and personal property
appraisal.
Knowledge of construction methods, techniques, and materials.
Knowledge of the laws, rules, and regulations governing real property appraisal and
property taxation.
Knowledge of the current literature, trends, and developments relative to real property
