a great deal of community concern h- been expressed about the
impacts of development permitted u o er the RD -Rural Development
Zoning District on the resources of ti - Kodiak Island Borough; and
the Kodiak Island Borough is cur -ntly in the process of updating the
Kodiak Island Borough Coastal anagement Program ( KIBCMP), which
is designed to plan for and mitigate against resource development
conflicts; and
the updated KIBCMP ill serve as the basis for a comprehensive
Borough -wide land us= plan; and
good planning pr tice dictates that the planning process be well
underway prior rezoning requests being processed;
NOW, THEREFORE, BE IT • RDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
This or nance is not of general application and shall not be codified.

R al Development during the period that this ordinance is in effect.
