AN ORDINANCE AMENDING THE POSITION DESCRIPTION FOR THE
DIRECTOR OF THE MENTAL HEALTH CENTER
AT THE KODIAK ISLAND BOROUGH MENTAL HEALTH CENTER
WHEREAS, it has become clear that a division of clinical and administrative
management of the Kodiak Island Borough Mental Health Center must be
implemented in order to properly manage the general administration of
the center and provide quality care for the Mental Health Center clients;
and

the following job description was reviewed by the Mental Health Center
Advisory Board on April 20, 1992, and approved by the Personnel
Advisory Board on April 22, 1992;

Job Summary: Responsible for the administrative management of the Mental Health Center
including management of the budget, accounting system, grants, and administrative files
within the guidelines set out by the assembly, mayor and borough code. Responsible for the
development of borough -wide mental health services in cooperation with other health, social
service, and educational agencies; with accountability to the advisory board, mayor, mental
health center and appropriate state and federal agencies. Serves as personnel officer for the
Mental Health Center and ensures compliance with the personnel rules and regulations.
Supervises all Mental Health Center staff. Manages the Mental Health Center and maintains
liaisons with related social service agencies. This position is appointed by the mayor and
confirmed by the Mental Health Center advisory board and assembly. This is an exempt
department head position which reports to the mayor.

Responsible for planning, development and direction of programs
of the Mental Health Center. Responsible for updating and
revising goals and objectives for all programs with input from the
Mental Health Center advisory board and state agencies.
Administratively supervises the clinical staff and all non - clinical
staff including conducting performance evaluations, hiring,
promotions, and discipline.
Manages the administrative functions of the Mental Health Center
to include accounts receivable, accounts payable, client billing,
computer /word processing system, grant awards, and the
maintenance of administrative and fiscal files. Coordinates
financial activities with the finance director.
4. Acts as personnel officer for the Mental Health Center which
includes maintaining all personnel records and monitoring
compliance with personnel rules and regulations, in conjunction
with the personnel department.
5. Develops and monitors state and federal grants and contracts to
ensure compliance. Seeks other funding whenever possible.
6. Assesses the need for, organizes, and provides staff development
for all staff members.
7. Maintains the confidentiality of mental health records, clients and
client records. Ensures that records contain sufficient
documentation to meet federal and state requirements.

8. Reviews and critiques quality assurance and utilization review
programs.
9. Promotes good public relations with community, state, and
federal organizations.
10. Responsible for the preparation of the annual budget which will
be submitted to the mayor and assembly in the annual budget
process. Responsible for administration of the approved budget.
11. Attends advisory board meetings and other borough
administrative meetings.
12. Performs other duties as assigned.

Minimum Qualifications: Mental Health Center Director
A Master's Degree in Public Health Administration, Public Administration, Business
Administration, Accounting or other related field with five years of progressively
responsible administrative experience which must include at least three years in a
mental health or closely related clinical setting.
Accounting and management courses may be substituted on a one -to -one year basis for
the five years of progressively responsible administrative experience.
Specific Indicators - Minimum
Knowledge of administrative supervision and evaluation; methods of program planning,
implementation, supervision, and evaluation.
Ability to hire and retain professional staff; deal with personnel matters; and gather and
analyze data for on -going evaluation of program goals and operations.
Knowledge of state and federal mental health programs and laws; current trends in
mental health; scope and activities of state and federal mental health programs.
Knowledge of modern principles of accounting and budget preparation.
Knowledge of grant writing and reporting requirements.
Knowledge of effective administrative techniques to effectively coordinate activities of
several programs.
Knowledge and understanding of social and cultural differences of ethnic, religious and
other groups in the community.
Ability to assess community needs and work with community health, social service,
educational and other agencies in mental health services.
Ability to establish and maintain effective working relationships with the staff,
representatives of state agencies, and professional associations and community groups.
Knowledge of modern general office principles, practices, and procedures.
Knowledge of modem management principles and practices.
Knowledge of the application of data processing to human services and financial
management.
Ability to maintain client confidentiality.

NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: This ordinance is of a general and permanent nature and shall become
codified as part of the Kodiak Island Borough Personnel Rules and
Regulations.
Section 2: The Director of Mental Health Center position description is amended by
substituting the attached description for the previously adopted
description. The new description will be incorporated as part of the
Kodiak Island Borough Rules and Regulations.
