There is created a Mental Health Center Advisory Board which shall consist of nine borough residents. Eight of the members shall be appointed in accordance with Section 2.39.030. The majority of the board members may not be providers of direct health care services or have been providers of direct health care services for the twelve (12) months before appointment. Employees of the Mental Health Center may not be appointed to the board. The board members should be representative of the geographical and socio - economical composition of the Kodiak Island Borough, Alaska Ordinance No. 92.01 Page 1 of 3 fl Kodiak Island Borough. One assemblymember shall be selected by the assembly to serve as a full voting member. The mental health director shall serve as an ex officio member of the board and the mayor may, with the concurrence of the assembly, appoint additional ex officio members. The board shall designate its chairman and conduct its meetings in accordance with Kodiak Island Borough Code Chapter 2.39. (Ord. 82 -38 -0 1(part), 1982; Ord. 82- 27 -0(A) 1(part), 1982). 8.08.020 .Term -- Compensation. A. The members shall serve for three years and until their successors are appointed and qualified. However, of the members first appointed, three shall be appointed for three years, three for two years, and three for one year. Appointments to fill vacancies shall be for the unexpired term only. B. Members of the board shall serve without compensation. (Ord. 82- 38-0 1(part), 1982; Ord. 82- 27 -0(A) 1(part), 1982). 8.08.030 Powers and duties. The board shall serve in an advisory capacity to the Kodiak Island Borough assembly with regard to management and operation of the Kodiak Island Mental Health Center. In that capacity, the board is required to: A. Hold public meetings at least once per month at a time and place within the borough designated by the chairman of the board; B. Participate in program planning, development and evaluation and advise the assembly with respect to policy, administration procedures, and other areas of community mental health; C. Review and recommend to the assembly any needed changes in the Mental Health Center policy and procedures manual on an annual basis. D. Review the proposed annual budget and forward recommendations to the assembly by April 30 of each year; E. Evaluate grants and other funding proposals and make recommendations with regard to financial matters affecting mental health services; F. Perform such duties and services as may be required from time to time by the assembly, including hearing complaints in accordance with all applicable laws; G. Provide oversight to assure that the Kodiak Island Mental Health Center completes all of the requirements in the Alaska Administrative Code, Chapter 71, Community Mental Health Services. The assembly must be advised immediately of any non - compliance and recommended corrective actions; and H. The borough mayor, with the concurrence of the board and assembly, is responsible for hiring and firing the center director. Either the mayor, assembly, or advisory board may initiate removal of the director. 8.08.040 Administrative assistance. The borough mayor or his designee shall: A. Furnish the board with copies of all required documents and other information necessary or reasonably related to the performance of board functions; B. Provide the board with such supplies, meeting space and secretarial assistance as the mayor deems reasonable required; Kodiak Island Borough, Alaska Ordinance No. 92 -01 Page 2 of 3 C. Refer to the board for their consideration all non - emergency matters within the scope of its powers and duties prior to presenting those matters to the assembly for action; and D.
