1991-27 Establishing an Airport Advisory CommitteeKODIAK ISLAND BOROUGH ORDINANCE NO. 91 -27 Introduced by: Requested by: Drafted by: Introduced: Public Hearing: Amended: Adopted: AN ORDINANCE ESTABLISHING AN AIRPORT ADVISORY COMMITTEE Mayor Selby Assembly Mayor Selby 10/17/91 11/07/91 11/07/91 11/07/91 WHEREAS, the Kodiak Island Borough has had an Airport Task Force which made a number of recommendations, one of which was to establish an on -going Airport Advisory Committee; and WHEREAS, development of a regional transportation hub in Kodiak would be a positive economic development opportunity for the Kodiak Island Borough; and WHEREAS, the appointment of an Airport Advisory Committee would enhance the regional hub development; NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH: Section 1: This ordinance is of a permanent and general nature and shall become a part of the Code of Ordinances. Section 2: Title 2 of the Kodiak Island Borough Code is amended by adding a section to read as follows: Chapter 2.47 Airport Advisory Committee Sections: 2.47.010 2.47.020 2.47.030 2.47.040 Created -- Membership. Term -- Compensation. Powers and Duties. Administrative assistance. Kodiak Island Borough, Alaska Ordinance No. 91 -27 Page 1 of 3 2.47.010 Created -- Membership. There is created an Airport Advisory Committee which shall consist of nine borough residents, which are appointed in accordance with Section 2.39.030. The mayor may, with the concurrence of the assembly, appoint additional non - voting ex officio members. The committee shall designate its chairman. 2.47.020 Term -- Compensation. A. The members shall serve for three years; however, of the members first appointed, three shall be appointed for three years, three for two years, and three for one year. Appointment to fill vacancies shall be for the unexpired term only. B. Members of the committee shall serve without compensation. 2.47.030 Powers and duties. The committee shall serve in an advisory capacity to the assembly with regard to the enhancement and development of the local air transportation system in the Kodiak Island Borough. In that capacity, the committee is required to: A. Hold public meetings at least quarterly and at a place within the borough to be designated by the chairman of the committee. B. Receive testimony and otherwise investigate matters of concern with regard to air transportation within the Kodiak Island Borough. C. Make recommendations to the Kodiak Island Borough Assembly towards development of regional hub with regard to the following items: 1. Improved utilization of the automobile parking with long and short term parking at the State Airport. 2. Oversight of the need for increased water and sewer services at the State Airport. 3. Monitoring concerns regarding the administration of land leases at the State Airport. 4. Monitoring of the general aviation use, specifically including tie -downs availability at the State Airport. 5. Float plane needs and possible facility development. 6. Appearance of the terminal buildings at the State Airport. 7. Any other additional air transportation- related needs within the Kodiak Island Borough. D. Perform such duties and services that may be required from time to time by the assembly. 2.47.040 Administrative assistance. The borough mayor or his designee shall: A. Furnish the board with copies of all requested documents and other information necessary or reasonably related to the performance of board functions; B. Provide the board with such supplies, meeting space, and secretarial assistance as the mayor deems reasonably required; Kodiak Island Borough, Alaska Ordinance No. 91 -27 Page 2 of 3 C. Refer to the board for their consideration all non - emergency matters within the scope of its powers and duties prior to presenting those matters to the assembly for action; D.
