1991-08H An Ordinance Amending Ordinance 91-08 FY92 BudgetWHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, KODIAK ISLAND BOROUGH ORDINANCE NO. 91 -08H Introduced by: Requested by: Drafted by: Introduced: Public Hearing: Adopted: AN ORDINANCE AMENDING ORDINANCE NO. 91 -08 FY 92 BUDGET Mayor Selby Finance Director Accountant 05/21/92 06/04/92 06/04/92 a year -end budget review has reflected certain changes that are desirable and necessary in the current budget; and the Kodiak Island Borough Day Care Assistance Program has received additional program subsidy, administrative, and travel funds in the amount of $33,494; and the Kodiak Island Borough is negotiating a contract with the United States Navy to provide water and sewer utilities to the Cold Weather Training Facility at Spruce Cape, and the total estimated cost of this project is $925,000; and actual severance tax revenue and penalties and interest revenues have exceeded their budgeted amounts by more than $97,000; and legal services will exceed the budgeted amount by approximately $60,000; and the general administration department will exceed the budgeted amount by $7,000 due to the computer conversion; and the building inspection department will exceed the budgeted amount by $15,000 due to increased building activity during the year; and $15,000 is needed to fund the IFQ opposition program; and the State of Alaska, DCRA, Rural Development Division has awarded the KIB a grant to provide funds for the Kodiak Island Import Substitution Feasibility and Support Project in the amount of $30,000; and WHEREAS, the KIB Mental Health Center budget requires adjustments to incorporate addendums from the Division of Mental Health and Developmental Disabilities, adjustments required by the state audit, such adjustments resulting in a net budget decrease of $135,829; Kodiak Island Borough, Alaska Ordinance No. 91 -08H Page 1 of 3 NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: This ordinance is not of general application and shall not be codified. Section 2: Revenue line item 205 - 000 - 334 -120, Day Care Reimbursement be increased by $30,000; revenue line item 205 - 000 - 334 -130, State Day Care Administration be increased by $3,000; and revenue line item 205- 0000- 334 -140, Day Care Travel be increased by $494 and appropriate expense items increased accordingly. Section 3: Revenue line item 550 - 000 - 380 -923, United States Navy Cold Weather Training Facility will be increased by $925,000 with appropriate expense items increased accordingly. Section 4: Revenue line item 100 - 000 - 316 -100, Severance Tax will be increased by $67,000. Section 5: Revenue line item 100 - 0000 - 319 -100, Penalties and Interest will be increased by $30,000. Section 6: Expenditure line item 100 - 115 - 431 -120, Legal Fees will be increased by $60,000. Section 7: Expenditure line item 100 - 160 - 430 -140, Economic Development will be increased by $15,000. Section 8: Expenditure line item 100 -165- 432 -100, Audit Expense /Professional Services will be increased by $7,000. Section 9: Expenditure line item 100 - 142 - 430 -140, Contracted Services in Building Inspection Department will be increased by $15,000. Section 10: Revenue line item 430 - 000 - 334 -242, RDA /DCRA Grant will be increased $30,000 accordingly for the grant funds and appropriate expense items increased accordingly.
