This ordinance is of a permanent and general nature and shall became a part of the Code of Ordinances. Section 2. Chapter 15.02 is amended by adding new sections to read: 15.02.050 Current. "Current" means in existence at the time of permit issuance. 15.02.060 Remote. "Remote" from Kodiak Island road system means sites more than one mile from the current road system. Section 3. Section 15.04.010 is amended to read: 15.04.010 Adoption of building and other codes Except as provided elsewhere in this title, the Uniform Building Code, 1988 (1982) Edition, published by the International Conference of Building Officials' the 1987 (1984) National Electrical Crvi ; the 1988 (1982) Uniform Plumbing Code. the 1988 Uniform Mechanical Code; the 1988 Uniform Code for the Abatement of Dangerous Buildings; the 1988 Uniform Housing Code; the 1988 Fire and Life Safety Code; the 1988 (1982) Uniform Fire Cane; and the 1986 (1983) CABO One and 'R.o Family Dwelling Cade are adopted by reference as the building codes for the Kodiak Island Borough. They are adopted to regulate erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition, occupancy, equipment, use, height, area, and maintenance of buildings or structures in the Kodiak Island Borough, to provide for the issuance of permits and collection of fees therefor; and to provide penalties for violations of these regulations. The building codes so adopted shall be interpreted, administered, and enforced with the borough building official, who is authorized to take such action as may be reasonably necessary to enforce the purposes of this section. The borough mayor may appoint or authorize an assistant or agent to the building official if necessary to carry out the provisions of this title. Section 4. Section 15.04.030 is amended by adding a new section to read: E. A violation of any of the provisions of this code or any other federal, state, or municipal laws, ordinances, or regulations affecting a proposed structure shall be grounds for denial of a building permit. Section 5. Chanter 15.04 is amended by adding a new section to read: 15.04.031 Remote Area Exemption. A. Notwithstanding the construction requirements contained within this code owner occupied residential buildings and accessory buildings associated with residential use, when located in remote areas are exempt from the builiding regulations of the Kodiak Island Borough. B. The Kodiak Island Borough does not certify that any building built under this exemption meets any of the adopted codes or ordinances. No physical inspections will be made of the structure. C. Permits and inspection services are available in this exempt area at the owners option. Cost of these permits and inspection services are the responsibility of the property owner and will be charged at the same rate as the non-exempt portions of the Kodiak Island Borough. 15.04.035 Plan check and approval. A. Before beginning construction, alteration, or remodeling of all occupancies and buildings, plans and ',specifications regarding location on the property, area, height, number of stories, type of construction, fire- resistive construction, interior finish, exit facilities, electrical systems, mechanical systems, automatic fire- extinguishing systems, and fire alarm systems must be submitted to the building official for examination and approval. B. When the building official determines it advisable because of the complexity of the plans submitted, the plans may be submitted to the State Fire Marshall's office, the International Conference of Building Officials (I.C.B.O.), or a professional plan review service approved by the building official. The person submitting the plans to the building official shall be responsible for any fee charged by the State Fire Marshall, the I.C.3.O., or the professional plan review service. Plan review fees shall not exceed 65 percent of the building permit fee. Section 6. Section 15.04.050 is repealed and reenacted to read: 15.04.050 Uniform Building Code Section 2505 amended. Ungraded, Locally manufactured lumber may be used in the construction of one -story and two-story dwellings and accessory buildings. The following values shall be used in determining the structural adequacy of member sizes: Fb = 450 # /sq. in. Ft = 250 # /sq. in. Fv = 65 # /sq. in. Fc = 315 # /sq. in. Fc = 275 # /sq. in. E = 800,000 # /sq. in. Section 7. Section 15.04.070 is repealed and reenacted to read: Table No. 3-A--(Revised) Building Permit Fees ibtal Valuation $100 to $500 $501 to $2,000 Ordinance No. 88 -18-0 Page 2 of 5 Fees $12.50 $12.50 for the first $500 plus $1.50 for each additional $100 or fraction thereof, to and including $2,000. $2,001 to $25,000 $35 for the first $2,000 plus $6 for each additional $1,000 or fraction thereof, to and including $25,000. $25,001 to $50,000 $173 for the first $25,000 plus $5.25 for each additional $1,000 or fraction thereof, to and including $50,000. $50,001 to $100,000 $304.25 for the first $50,000 plus $4.25 for each additional $1,000 or fraction thereof, to and including $100,000. $100,0001 to $500,000 $516.75 for the first $100,000 plus $3 for each additional $1,000 or fraction thereof, to and including $500,000. $500,0001 and up $1,716,75 for the first $500,000 plus $2.25 for each additional $1,000 or fraction thereof. 1. Valuations for determination of permit fees will be based on contract price or, in the absence of a contract price, the Building Valuation Data as published bimonthly by I.C.B.O. Building Standards. 2. For all other inspections and reinspecticns: $25.00 per hou with a one hour minimum. B. The following table applies for construction of single family or duplex dwellings and group M occupancies. TABLE N0. 3-B--(Additional) Residential Building Permit Fees 1. Residential $0.105 /square foot 2. Group M $0.065 /square foot 3. Basements and vaulted ceilings shall be considered as one story. 4. Plan review fees when necessary will be 508 of the building permit fee. C. Refer to Sections 15.08.060 and 15.12.070 for the electrical and plumbing permit fee schedules. Section 8. Chapter 15.08 is amended by adding new sections to read: 15.08.040 Permit -- exception. A. Any permit required by this code may be issued to any person to do any work regulated by this code in single family dwelling used exclusively for living purposes, including the usual ' accessory buildings and quarters in connection with such buildings, provided the person is the bona fide owner of such dwelling and that the same will be occupied by the owner. B. No person shall apply for a second permit under this exemption within a twelve month period for purposes of new construction. 15.08.050 Permit application. Application for permits shall be made on suitable forms provided by the building official. The application shall be accompanied by fees in accordance with the schedule of fees set forth in section 15.08.060. 15.08.060 Permit fee schedule. A. The following schedule of fees shall apply to all electrical work for which a permit is required in accordance with this chapter. For new construction of electrical work: 1. Single family and duplexes: For temporary work service permit $20.00 For residential single family- -new 50.00 For duplex —new 70.00 For additional wiring, remodeling 20.00 2. The following schedule of fees shall apply to all electrical cork for which a plan review is required in accordance with this chapter. When extra inspections are made necessary by reason of defective work, or otherwise through fault or error on the part of the holder of the permit, or on the part of the permit holder's employees, after notice has been given in writing by the building official setting forth the violation, only one such extra inspection shall be made under the regular fees as herein prescribed. For each further extra inspection for which the holder of the permit of employee is entirely responsible, fees shall be charged as follows: First inspection $10.00 Second inspc..tion 15.00 Each additional inspection 25.00 D. The building department shall allow for co ion of such work, a maximum of ten working days following the date of inspection. Section 9. Chapter 15.12 is amended by adding new sections to read: 15.12.050 Permit -- exception. A. Any permit required by this code may be issued to any person to do any work regulated by this code in a single family or duplex dwelling used exclusively for living purposes, including the usual accessory buildings and quarters in connection with such building, provided the person is the bona fide owner of such dwelling and that the same will be occupied by the owner. All other plumbing work $35.00 plus the following additional charges: For each plumbing fixture $ 3.00 For earh gas outlet 3.00 For each water heater & hot water boiler (per 1.000 btu) .15 For automatic sprinkler systems (per head) - 1.00 For plumbing alteration work (per cutlet) 4.00 $ 50.00 70.00 20.00 Section 10. Section 15.20.020 is repealed and reenacted to read: 15.20.020 Mobile hoe construction standards. A. Any mobile home intended to be placed, altered or relocated on lands within the Kodiak Island Borough must conform to the standards set forth in the Code of Federal Regulations, Title 24, Part 3280, Titled, Manufactured Hare Construction and Safety Standards. Ordinance No. 88 -18-0 Page 4 of 5 B. The Code of Federal Regulation, Title 24, Part 3280, Title, Manufactured Hare Construction and Safety Standards is amended by deleting section 3280.306(a)(1). Section 11. Section 15.26.040(D) is amended to read: D. The grade slope should not exceed 15 percent from the end of the down slope of the off street right-of -way to the parking area.
