AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY AMENDING THE
ODIAK ISLAND BOROUGH PERSONNEL POLICY PROCEDURES.
WHEREAS, the Kodiak Island Borough Assembly, in keeping with its
ersonnel policy, recognizes that personnel rules and regulations must be
mended from time to time in order to provide necessary personnel; and
WHEREAS, the following amendments have been reviewed by the
ersonnel Advisory Board at their quarterly meeting held April, 04, 1988 and
nanimously recommended for approval by the Assembly.
NOW, THEREFORE, BE IT ORDAINED by the Kodiak Island Borough Assembly
that Sections 202, 411.1, 411.2, 902, 904, and 910 be amended as follows:
That Section 202 be amended to read:
202 ORGANIZATION OF THE PERSONNEL BOARD
The Borough Assembly shall appoint a personnel board consisting of

years The terms of appointments to the board shall be staaaered so
that two (2) members are a000inted each year for two consecutive
years and one (1) member is a000inted the third year. The regular
term of a member of the board shall commence on January 1st of the
year of appointment and shall expire on December 31st of the year his
term expires A member of the personnel board may not hold any other
office or position in the Kodiak Island Borough
Section j: That Sections 411.1 and 411.2 be amended to read:
411.1 Time and One -half Overtime. Overtime hours paid at time
and one-half shall be defined as follows:
a. Hours in excess of eight (81 hours in one day.
b. Mourn in excess of forty (40) hours in one week.
c. Hours worked on a Saturday or Sunday which are not in
the employee's standard work week (except for
employees who volunteer to work on a Saturday g!
Sunday which is not in their standard work week, and
who have worked less than forty (401 hours in that
week, shall be paid at straight time pay for hours
worked on such Saturday gr Sunday until such hours are
in excess of eight (8) hours or forty (401 hours).
d. Employees who are requested to work overtime on e
Saturday or Sunday which is not in their standard work
week shall be paid at time and one -half for all hoots
worked on such Saturday or Sunday whether or not they
here worked less than forty (40) hours in that week.

Section 5. That Section 902 be amended to read:
902 ANNUAL IEAVE - GENERAL
Annual leave may be used for vacations, personal business, and
periods of illness. Vacation leave shall be requested at least two
(2) weeks in advance. Leave for periods of time not exceeding three
(3) work days shall be scheduled at least 24 hours in advance.
Vacation Leave will be charted to annual leave: if annual leave is
insufficient, leave will be charted to leave without oar if approved
by the Mayor.
Supervisors are responsible for permitting employees to utilize sll
leave earned
Section 6. That the last paragraph of Section 904 MCI IDAY LEAVE, shall be
amended to read:
904 In addition to the- Borouah recognized holidays, every day
designated by public proclamation by the President of the United
States or the Governor of the State as a legal holiday Shall also
be observed as a holiday for Borough employees. In the event of a
recognized holiday falling on Saturday, the preceding Friday shall
be observed. In the event of a recognized holiday falling on Sunday.
the following Monday shall be observed. All employees shall be excused
from work on recognized holidays and special holidays. except where •
the activities of the Borough require that regular or emergency work
be performed. In the event that holiday work is required. the rate of
pay for employees working on holidays shall be ewe- times- the- .eg•+a.
.ate -e4 -pay paid at doubt etime for all hours worked in addition to
the regular holiday oay.
Section 7. That Section 910 be amended to read:
910 SICK LEAVE
Each full time employee shall accrue sick leave from the date of
employment at the rate of one and one - quarter (1 1/4) days per month
regardless of length of service. Each non - temporary, part -time
employee who is regularly scheduled to work 15 hours or more per week
shall accrue sick leave prorated to the hours regularly worked. For
example, an employee who is regularly scheduled to work 16 hours per
week accrues 3.76 hours per month. When sick leave exceeds three (3)!
consecutive work days • physician's statement may be required to
e u bat *niia(• the i•••• i•k•n. Empioya•e .not •bi• iu work due to
illness shall notify their supervisor within two (2) hours of the
scheduled reporting time. No sick leave will be granted unless the
supervising officer is satisfied that the absent employee, dependent
children or spouse was sick and required the physical presence of the
e mployee in the interest of family welfare. Accrued sick leave may
be used within the scope of leave time earned up to time of use
during the probationary period. If sick leave is not sufficient.

Excess annual leave (over 60 working days) will automatically be

Kodiak Island Borough will provide individual coverage at least equal

deductions to cover all premium charges above the minimum provided by
the Borough. Additional coverage may be provided as is determined to
be reasonable.
