6 AN ORDINANCE OF THE KODIAK ISLAND BOROUGH, KODIAK, ALASKA, TO
CHANGE TAX ON SMALL WATERCRAFT (BOATS AND SKIFFS) UNDER FIVE TON GROSS WEIGHT.
WHEREAS, the Kodiak Island a Borough does not assess
g personal
I iproperty tax on three wheelers, snow mobiles, and other similar types of
i i jpersonal means of conveyance for pleasure, and
WHEREAS, the $5.00 assessment on small watercraft (boats and skiffs
:under five tons) does not provide the funds to make the administration and
(!maintenance of these files cost effective, and
WHEREAS, the cost of record maintenance on small vessels far
(exceeds the revenue gained and accuracy is extremely difficult due to ease
L and rapid exchange of vessees of this size, and
WHEREAS, the public at large is apparently viewing this $5.00
;payment as a nuisance tax
by their reluctance to pay.
NOW, THEREFORE, BE IT ORDAINED by the Borough Assembly of the
Kodiak Island Borough that taxation of small watercraft (boats and skiffs)
ilunder five tons is changed and Section 24 of Title 3 of the Kodiak Island
!;Borough code is to be amended as follows:
3.24.050 Classification of boats and vessels. Pursuant to AS
29 . 5 3.025(b)(1), boats and vessels are classified for purposes of taxation as
1 a special category, and shall be taxed at the rate of €eve- del4aws -a-

l: a- beat- ew- vesse4- el< -l.ess- than -€ }ve -net -tens -and fifteen dollars a
' year for a
'boat or vessel of more than five net tons, rather than on an ad valorem
libasis.
II DE IT FURTHER ORDAINED that all personal
property tax assessed, due,
Jand payable from the current and prior years plus all legal penalties,
iinterest, and costs are still due and payable.
