1985-02 Amending Code re Appointment Powers of Mayor and Assembly'1 7 7 KODIAK ISLAND BOROUGH ORDINANCE N0. 85 -2 -0 AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY AMENDING KODIAK PPPOI ISLAND BOROUGH CODE SECTIONS 2.10.020, 2 .29.020 and 2.30.020 CONCERNING NTMENT POWERS OF THE MAYOR AND ASSEMBLY. WHEREAS, the Kodiak Island Borough will revert to a mayoral form of 16overnment in October 1985, and 1 11 WHEREAS, the Kodiak Island Borough Assembly desires to have an increased role in the appointment of Kodiak Island Borough boards and com- ittees, and WHEREAS, Alaska Statutes require that the membership of the planning pnd zoning commission and utility boards must be appointed by the mayor but 1 makes no clear provision of the power of appointment to other boards and ommissions. NOW, THEREFOKt, BE IT ORDAINED by the Kodiak Island Borough Assembly that Kodiak Island Borough Code Section 2.10.020 Appointment of commissions, boards and committees be amended as follows: 2.10.020 A ointment of commissions, boards and committees. Each commission and committee shall establish, subject to approval by the assembly, rules and regulations for the conduct of its meetings. Meetings hall be public and minutes shall be kept. Minutes and records shall be filed iith the municipal clerk and retained as public records. AND BE IT FURTHER ORDAINED that Kodiak Island Borough Code Section .29.020 be amended as follows: 1 2.29.020 A ointment, terms and rocedures. Members of the commission are ppointe by the mayee,- sebdeet- to -ern 4rmati.eR -by -bee assembly. Members shall 1 erve three -year terms, except that, of the initial nine members, three shall e appointed for three -year terms, three for two -year terms, and three one -year erms. The commission shall designate one of its members as chairman and may stablish rules for the conduct of its meetings. Meetings shall be public, xcept that executive sessions may be held in accordance with Section 2.16.120. he commission shall meet at least monthly at times and places designated by the, omission, but meetings need not be held if no business is pending. The chair an or a majority of the commission may call a special meeting. The commission hall give reasonable public notice of its meetings. Vacancies occur and are illed as provided in Section 2.16.060 for assemblymen. 9 I 7 2.30.020 be amended as follows: 2.30.020 Appointment, terms and procedures. Members of the committee shall be appointed by the mayew subject- tc- confirmation-by -the assembly. The planning and zoning member shall be chosen by the planning and zoning commissioh and the assembly member by the assembly. Members shall serve three -year terms except that of the initial seven members, three shall be appointed for three- tear terms, two for two -year terms and two for one -year terms. This ordinance takes effect upon the certification of the Kodiak Island Borough election in October 1985.
