AN ORDINANCE OF THE KODIAK ISLAND BOROUGH AMENDING THE PERSONNEL
!RULES AND REGULATIONS AFFECTING THE FINANCE DEPARTMENT AND FIRE SERVICE
DISTRICTS.
WHEREAS, the Kodiak Island Borough Assembly, in keeping with its
personnel policy, recognizes that personnel rules and regulations must be
emended from time to time in order to provide necessary personnel, and
WHEREAS, the following amendments have been reviewed by the Personnel
dvisory Board at their regular quarterly meeting held on October 1, 1984.

FINANCE OFFICER
DISTINGUISHING FACTORS
This is administrative and professional work in directing all activities of
the Finance Department. Work involves responsibility for financial planning, budget-
ing, accounting, auditing, data- pfeeessang, revenue administration, and the billing
and collecting of special assessments and service charges for the Borough. Respon-
sibilities extend to providing principal assistance to the Manager in the preparation
of his /her annual budget, and to giving advice to the Manager and other Borough
officials on financial management and problems. Supervision is exercised over book -
keepef, accounting clerk, clerk - cashier and accountants and supervisors engaged in
the various phases of the departments' activities. Work is performed independently
in conformance with State law and Borough ordinances under the general administrative
direction of the Borough Manager.
TYPICAL WORK FUNCTIONS
Plans, organizes and directs the financial planning, financial administration,
data- pfeeessini, methods and results of budget preparation and execution, revenue
collection and disbursement, payroll administration and auditing of the Borough.
Supervises the requesting of departmental budget estimates and submits them in
preliminary form to the Manager. Estimates revenues and probably tax yields. Re-
searches statutes, operations or policies to improve efficiency or in response to
specific requests from other departments. supervises- data- pfeeess -ini- epefatiens,
Serves as custodian of all municipal funds, supervises records of money received
and disbursed, approves vouchers, verifies sufficient budget funds for payment of
bills; invests money from all revenues in TCD's, treasury bills and other approved
investments, determines and informs the Assembly and Manager of the Borough's finan-
cial position, prepares financial reports, provides assistance to auditors, supervises
the activities of keekkeepef accountant responsible for accounts receivable. Provides
Ordinance against any member of the Borough Assembly or officer of the Borough
or any person executing the Bonds. The Bonds are not and shall not be in at
way a debt or liability of the State of Alaska or of any political subdivision
thereof, except the Borough, and do not and shall not create or constitute any
indebtedness or obligation, either legal, moral or otherwise, of said State or
of any said political subdivision thereof, except the Borough, and neither said
State, nor any said political subdivison, except the Borough, shall be liable
on the Bonds, and the Bonds are not and shall not be payable out of any funds
other than those of the Borough.
Section 21. Sale of Bonds. The Bonds shall be sold at public or
private sale, including sale to the Alaska Municipal Bond Bank, upon such terms
and conditions as may be fixed and determined by a resolution adopted by the
Borough Assembly prior to the time of sale.
Section 22. Arbitrage Covenant. The Borough covenants with the
holders of all Bonds at any time outstanding that it will make no use of the
proceeds of the Bonds which will cause the bonds to be "arbitrage bonds"
subject to federal income taxation by reason of Section 103(c) of the Internal
Revenue Code of 1954. To that end, so long as any of the Bonds are
outstanding, the Borough, with respect to the proceeds of the Bonds, shall
comply with all requirements of said Section 103(c) and of all regulations of
the United States Department of the Treasury issued thereunder, to the extent
that such requirements are, a the time, applicable and in effect.
Section 23. Variation of Terms. The amount, date, maturities,
payment dates and redemption provisions of the Bonds may be varied or changed
by the Borough Assembly by resolution adopted prior to the time of sale. This
specifically includes variation of the terms set forth in Sections 4 and 5
herein.
Section 24. Obligation of Bonds. The Bonds shall be direct and
general obligations of the Borough and the full faith and credit of the Borough
are hereby pledged to the payment of the principal of and interest on
the bonds.
Section 25. Pledge. The Borough hereby irrevocably pledges and
covenants that it will levy and collect taxes upon all taxable property within
the Borough without limitation as to rate or amount, in amounts sufficient,
together with other funds available therefor, to pay principal and interest on
the Bonds as the same become due and payable.

DISTINGUISHING FACTORS
As technical and administrative supervisor this position involves the applica-
tion of specialized technical knowledge and administrative skill in planning and
directing fire suppression and fire prevention /protection programs. Supervision is
exercised over veitinteer- f4refighters-whe- are- reeru4ted- and- tra4ned -by- the- F4fe- 6h4e #
En94neef all personnel employed by the fire department. With general guidelines set
by the Kodiak Island Borough Code and direction of the Fire Protection Advisory Board
and - the Ked 4s4and- Bereugh- Assemb4y and under the administrative supervision of
the Borough Manager, the Fire Chief,Eng4neef operates with considerable independence.
The Fire Chief,En94neef has a regular 40 -hour workweek (8 hours per day, five days
per week) but must be available to respond to fire calls during other than regular
working hours.
TYPICAL WORK FUNCTIONS
Plans fire suppression /protection program, determines manpower requirements and
recruits and trains volunteers in proper firefighting procedures.
Responds to fire alarms and associated emergencies at scenes of fires and directs
volunteer firefighters in fire suppression operations. Fe44ews-mest-effeet4ve-f4re-
f4ght4ng- strategy -and -e Ensures that risks to personnel and equipment from hazardous
conditions are minimized. Ensures that fires are completely extinguished and safe
conditions exist before leaving the scene.
Prepares and submits monthly and annual reports on all fire incidents, their
cause and loss. Investigates arson fires, collects evidence and prepares reports and
written material to support arson prosecution cases.
Plans, supervises and participates in inspection of business and residential
units to determine and enforce compliance with safety laws and ordinances. Reviews
and approves blueprints, specifications and certificates of occupancy with building

APPLICANT PREREQUISITES
SPECIFIC INDICATORS - MINIMUM
Substantial knowledge of modern firefighting procedures, techniques and
equipment.
Knowledge and ability to plan, direct and supervise the fire suppression and
fire prevention /protection program operations of a fire district.
Knowledge and ability to recruit, train and supervise volunteer firefighters.
Knowledge of fire prevention and safety principles, methods, rules, codes,
regulations and ordinances.
Knowledge of and ability to recognize fire hazards common to places of public
assembly, business and residential buildings.
Knowledge of storage methods and requirements for gasoline, chemicals, explosives,
paints, gases and other flammables.
Knowledge and ability in operating and maintaining motorized firefighting
vehicles, firefighting apparatus and related firefighting and safety equipment.
Knowledge in the preparation and administration of budgets.
Ability to plan and direct a program of public education concerning fire
prevention.
Ability to make detailed investigations, analyze findings and prepare reports
and recommendations.
Ability to establish and maintain effective working relationships with other
officials and the public.
