AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY REVISIN CHAPTER
17.53, RECREATIONAL VEHICLE PARKS, OF THE BOROUGH CODE.
Section 1. Kodiak Island Borough Code Chapter 17.53 is revised .s follows:
Chapter 17.53
RECREATIONAL VEHICLE PARKS
17.53.010 Intent.
17.53.020 Definitions.
17.53.030 Conditional use.
17.53.040 Development standards.
17.53.010 Intent. The intent of this chapter is to provide minimum
acceptable standards for the establishment and pe anent maintenance of
recreational vehicle parks. (Ord. 82 -34 -0 24(p. t), 1982.)
17.53.020 Definitions. For the purpose o this title, the following
definitions apply:
A. "Recreational vehicle" means a vehi ular -type unit primarily
designed as living quarters for recreational camping, or travel use, which
either has its own motive power, or is mou ed on or drawn by another vehicle
and does not exceed eight feet in width or thirty -five feet in length.
Examples of recreational vehicles are tr el trailers, camping trailers,
truck campers, and motor homes.
B. "Recreational vehicle park" ana a tract of land upon which two or
more recreational vehicle spaces are 1•cated, established or maintained for
occupancy by recreational vehicles of the general public es - temporary - #ring

C. "Recreational vehicle sp ce" means a plot of ground within a
recreational vehicle park intende for.the accommodation of a recreational
vehicle, or other individual c - on a temporary or permanent basis.
D. "Temporary use" means e4eety 180 days' occupancy of a recreational
vehicle space, in any twelve m.nth period of time, by any person or group of

17.53.030 Conditional use. Because of their potential impact on
adjacent land uses, recrea ional vehicle parks shall only be permitted in
conservational or busines land use districts as conditional uses in accord-
ance with the provisions of Chapter 17.67 of this title. (Ord. 82 -34 -0
24(part), 1982.)
17.53.040 Devel -.went standards. The following development standards
shall be met or exce ded by all recreational vehicles parks:
A. Density. The average park density shall not exceed twenty thirty
l recreational vehic e sites per acre.
B. Area. ach recreational vehicle space shall contain not less than
; one thousand squ re feet of area.
C. Width Each recreational vehicle space shall be at least twenty
feet wide.
D. Set No recreational vehicle space shall be closer than
twenty - five eet to any property line facing a public street or closer than
ffre eight eet to any other property line.
E. occupancy. 1. A recreational vehicle park shall only accommodate
travel tr ilers, camping trailers, truck campers, and motor homes,
2. No permanent building shall be constructed or installed on any
recreat onal vehicle space, or to any recreational vehicle, in a recreational
vehicl park,
3. A mobile home shall not be located or installed in a recrea-
tion 1 vehicle park except for use by persons engaged in the management or
ope ation of the recreational vehicle park,
4. A recreational vehicle park owner shall not rent or lease or
h ld out for rent or lease to another any recreational vehicle within a park,

5. In no case shall a truck - mounted camper be occupied if re'oved
from the truck and it is not equipped with heavy duty jacks attached • the
camper.
F. Separation. No part of a recreational vehicle shall be •cated
closer than six feet from any other recreational vehicle on an adjacent
space.
G. Open Space and Play Area. A space containing not le- than five
percent of the gross area to be developed shall be set aside designated,
equipped and maintained as an open space and play area. Th area shall be
well drained and graded, kept free from dust, and kept cle n and free from
the accumulation of refuse, garbage, rubbish or debris.
H. Screening. Screening shall be provided and p-rmanently maintained
d uses, as required by
between all recreational vehicle parks and adjacent 1
the commission.
I. Required Toilet and Shower Facilities. a toilet, one shower, and
one lavatory for each sex for each fifteen recrea oval vehicle spaces shall
be provided and no space shall be located more t n three hundred feet from a
restroom facility, unless the following provisi s are met:
1. If water and sewer hook -ups are rovided to each recreational
vehicle space, one toilet, one shower, and o lavatory for each sex for each
thirty (30) recreational vehicle spaces or portion thereof shall be provided;
and
2. Not more than 50 percent of the recreational spaces with water
and sewer hook -ups may be used by recreational vehicles that are not equipped
to hook -up to the water and sewer facilities, and none of these spaces shall
be located more than three hundred feet from a restroom facility.
J. Lighting. During hours of darkness artificial lighting shall be
maintained in accordance with the following standards:
1. An average of five horizontal footcandles of light at the floor
level of entrances to restroom facilities.
2. An average of ten horizontal footcandles of light at the floor
level within existing toilet and shower buildings.
K. Waste Disposal Station. Waste disposal stations shall be provided
in accordance with state of Alaska regulations and requirements if public
water and sewer services are not available.
L. Roads. Well drained, gravel surfaced roadways, not less than
twelve feet in width for one -way traffic and not less than twenty feet in
width for two -way traffic,;shall be provided.
M. Management Plana A management plan narrative shall be prepared
which addresses, at a minimum, the following topics:
1. Length of Stay,
2. Proposed lamp rules and regulations,
3. Service facilities to be provided, if any,
4. Retail services to be provided, if any,
5. Public facilities to be provided,
6. Refuse //disposal,
7. Gradidg, drainage, and erosion control,
8. Sign,/ge,
9. Recr ational vehicle space designation, and
10. 0th r information deemed appropriate by the commission.
N. Regist . Every person who owns or operates a recreational vehicle
park shall keep register in which shall be entered:
1. T e name and address of the owner or occupant of each
recreational v icle,
2. he make, type, and license number of the recreational vehicle
and the state n which such recreational vehicle is registered and the year
of registrati n as shown on the license plates attached to it when a
recreational ehicle is to be on a space, and
3. Dates of occupancy.
0. C retaker. A caretaker responsible for the operation and
maintenance of a recreational vehicle park shall be readily available to the
occupants f a park at all times when the park is occupied. Communication
capabiliti s for emergency situations shall be provided.
P. Animals. Dogs and other domestic animals shall not be permitted to
run at la ge in any recreational vehicle park.
Q. Emergency Information. The requirements of this section shall be
printed and posted in a conspicuous place on the premises and shall contain
the following information:
1. List the following and their telephone numbers:
a. Fire department,
b. Police department or state troopers' office,
c. Park office,

d. The person responsible for operation and mainy‘nance,
e. Enforcement agency,
f. Ambulance and hospital;
2 . List the following locations:
a. Nearest fire alarm box, when available,
b. Park location (street or highway number,S),

Section 2. The provisions of this ordinance shall be effective immediately
upon passage and approval.
