The Kodiak Island Borough Assembly hereby ordains:
Section 1. Section 406 and 705 of the Kodiak Island Borough Personnel Rules

and Regulations are hereby amended to read:
Section
406 STEP INCREASES
AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY AMENDING STEP AND
MERIT INCREASES IN THE PERSONNEL RULES AND REGULATIONS.
A new employee, after serving a three (3) month probationary period
of -sat4s €artery performance at which time the employee has been evaluated
as to compatibility and requirements of the position shall receive a step
increase of two and one -half percent (21 %). A This probationary increase
is a special one -time only step increase. The employee-is eligible -if
performance is- satisfastery for an- annual step - increase en -each anniversary .
date - thereafter vp -te step-"T"? Thereafter the employee is to be evaluated
semi - annually.and may be eligible for an annual increase of up to two and
one -half percent (21 %) based upon productivity, achieving previously
established goals, attendance and satisfactory service of progressively
greater value to the Borough during the past anniversary year up to step "I ".
This evaluation shall be performed by the department head and supervisor
and reviewed and approved by the Borough Manager. All evaluations shall
be in writing and include previously agreed goals and objectives and shall
be discussed in detail with the individual employee after the employee has
had at least twenty-four (24) hours to review the written evaluation.
The employee shall have an opportunity to comment on the evaluation in
writing and appeal the evaluation to the Personnel Advisory Board.
Where the department head feels that the employee has not demonstrated
satisfactory sey/ice of a progressively greater value to the Borough during
the past annii rsary year, he may suspend the step - increase for a period-of
time - during,. hick sertain specific - improvements must -be made, reduce or
eliminate he ste increase entirel . Notice of such deferral reduced or
elimina d ste increase and reasons for it shall be given to the employee
in wr ing, with a copy to the Manager, prior to the end of the anniversary
per d. The suspended step - increase may be- approved at- any -time during-
t extended - period when - the - department head - believes that - the- employee

achieved - sans €a6tery 4mprevement: The employee step increase will not be
considered until the next semi- annual performance evaluation. The
suspended increase is not retroactive when finally given and the annivers
date is, accordingly, moved to the next new date of the approved step
increase.
A Special Mepit Bonus Increase (equivalent to one step) shall be
granted to an employee for outstanding performance when justified in
writing by the department head to and approved by the Borough Manager.
This increase is in addition to normal step increases and does not affect
the anniversary date. Department heads may recommend employees for
special iaecit bonus increases in recognition of: a) outstanding service,
b) special acts or accomplishment, c) achievements in additional job
related education or a specialized training (outside normal working hours
and other than required by the Borough) which enabled the individual to
do his /her work more effectively and from which the Borough tends to
