AN ORDINANCE OF THE KODIAK ISLAND BOROUGH ASSEMBLY ENACTING CHAPTER'
17.53 OF BOROUGH CODE ON RECREATIONAL VEHICLE PARKS.
The Kodiak Island Borough Assembly hereby ordains: !,
SECTION 1: That Section 17.06.475 is enacted to read as follows:
17.06.475 Recreational Vehicle. "Recreational Vehicle" means a
vehicular type unit primarily designed as temporary living quarters for recrea
tional, camping or travel use, which either has its own motive power or is
mounted on or drawn by another vehicle. Examples of recreational vehicles are
travel trailers, camping trailers, truck campers and motor homes.
SECTION 2: That Section 17.06.467 is enacted to read as follows:
17.06.467 Recreational Vehicle Park. "Recreational Vehicle Park"
means a tract of land upon which two or more recreational vehicle spaces are
located, established or maintained for occupancy by recreational vehicles of
the general public as temporary living quarters for recreation or vacation
purposes.
SECTION 3: That Section 17.06.468 is enacted to read as follows:
17.06.468 Recreational Vehicle Space. "Recreational Vehicle Space'
mean a plot of ground within a recreational vehicle park intended for the
accomodation of recreational vehicle or other individual camping unit on a
temporary basis.
SECTION 4: That Chapter 17.53 is enacted to read as follows:

17.53.010 Intent. The intent of this Chapter is to provide minimum`
acceptable standards for the establishment and permanent maintenance of recrea-
tional vehicle parks.
17.53.020 Definitions. For the purpose of this Title the following
definitions apply:
A. Recreational Vehicle. "Recreational Vehicle" means a vehicular
type unit primarily designed as temporary living quarters for recreational,
camping, or travel use, which either has its own motive power or is mounted on
or drawn by another vehicle. Examples of recreational vehicles are travel
trailers, camping trailers, truck campers and motor homes.
8. Recreational Vehicle Park. "Recreational Vehicle Park" means a

required by the Commission.
D. Temporary Use. "Temporary Use" means ninety (90) days
occupancy of a recreational vehicle space, in any twelve (12) month period of
time, by any person or group of persons.
17.53.030 Conditional Use. Because of their potential impact on
adjacent land uses, recreational vehicle parks shall only be permitted in Con-
servational or Business land use districts as conditional uses in accordance
with the provisions of Chapter 17.67 of this Title.
17.53.040 Development Standards. The following development
standards shall be met or exceeded by all recreational vehicle parks:
A. Density The average park density shall not exceed thirty (30)
recreational vehicle site per acre;
B. Area. Each recreational vehicle space shall contain not less
than 1,000 squareet of area;
C. Width. Each recreational vehicle space shall be at least
twenty (20) feet wig
D. Setbacks. No recreational vehicle space shall be closer than
twenty -five (25) property line facing a public street or closer
than five (5) feet to any other property line;
E. Occupancy.
a.. A recreational vehicle park shall only accomodate travel
trailers, camping trailers, truck campers and motor homes.
b. No permanent building shall be constructed or installed on
any recreational vehicle space in a recreational vehicle park.
c. A mobile home shall not be located or installed in a
recreational vehicle park except for use by persons engaged in the management
or operation of the recreational vehicle park.
d. A recreational vehicle park owner shall not rent or lease
or hold out for rent or lease to another any recreational vehicle within a
park.
e. In no case shall a truck mounted camper be occupied if
removed from the truck and it is not equipped with heavy duty jacks attached toi
the camper.
F. Separation. No part of a recreational vehicle shall be located
closer than six (6) feet from any other recreational vehicle on an adjacent
space.
G. Open Space and Play Area. A space containing not less than
five (5) percent of the gross area to be developed shall be set aside,
designated, equipped and maintained as an open space and play area. The area
shall be well drained and graded, kept free from dust, and kept clean and free I
from the accumulation of refuse, garbage, rubbish or debris.
H. Screening. Screening shall be provided and permanently
maintained between all recreational vehicle parks and adjacent land uses, as t
I. Required Toilet and Shower Facilities. One toilet, one shower
and one lavatory for each sex for each fifteen (15) recreational vehicle spaces
shall be provided and no space shall be located more than three hundred feet
from a restroom facility.

J. Lighting. During hours of darkness artificial lighting shall
be maintained in accordance with the following standards:
a. An average of five (5) horizontal foot candles of light at the
floor level of entrances to restroom facilities.
b. An average of ten (10) horizontal foot candles of light at
the floor level within existing toilet and shower buildings.
K. Waste Disposal Station. Waste disposal stations shall be
provided in accordance with State of Alaska regulations and requirements if
public water and sewer services are not available;
L. Roads. Well drained, gravel surfaced roadways, not less than
twelve (12) feet inwldth for one way traffic and not less than twenty (20)
feet in width for two way traffic, shall be provided;
M. Management Plan. A management plan narrative shall be prepared
which addresses, at a minimum, the following topics:
1. Length of stay;
2. Proposed camp rules and regulations;
3. Service facilities to be provided, if any;
4. Retail services to be provided, if any;
5. Public facilities to be provided;
6. Refuse disposal;
7. Grading, drainage and erosion control;
8. Signage;
9. Recreational vehicle space designation; and
10. Other information deemed appropriate by the Commission.
N. Register. Every person who owns or operates a recreational
vehicle park shall keep a register in which shall be entered:
a. The name and address of the owner or occupant of each
recreational vehicle;
b. The make, type and license number of the recreational
vehicle and the state in which such recreational vehicle is registered and the
year of registration as shown on the license plates attached to it when a
recreational vehicle is to be located on a space; and
c. Dates of occupancy, not to exceed 90 days annually.
0: Caretaker. A caretaker responsible for the operation and main -1
tenance of a recreatTl — vehicle park shall be readily available to the occu-
pants of a park at all times when the park is occupied. Communication
capabilities for emergency situations shall be provided.
P. Animals. Dogs and other domestic animal shall not be permitte
to run at large in a y recreational vehicle park.
Q. Emergency Information. The requirements of this section shall
be printed and posted in a conspicuous place on the premises and shall contain
the following information:
a. List the following and their telephone numbers:
(1) Fire Department
(2) Police Department or State Troopers Office
(3) Park Office
(4) The person responsible for operation and'
maintenance

(5) Enforcement agency
(6) Ambulance and hospital
b. List the following locations:
(1) Nearest fire alarm box, when available
(2) Park location (street or highway numbers)
(3) Nearest public telephone
SECTION 5: This Ordinance shall be in full force and effect upon passage and
adoption.
