AN ORDINANCE OF THE KODIAK ISLAND BOROUGH AMENDING TITLE 2 OF THE
ODIAK ISLAND BOROUGH CODE.

WHEREAS, financial responsibility is normally regarded as one indicator
a prudent person's character, and
WHEREAS, this item is not enumerated within the Kodiak Island Borough
NOW, THEREFORE, BE IT ORDAINED by the Assembly of the Kodiak Island
Borough that Title 2 is
changed as follows:

APPOINTMENT OF OFFICERS, COMMISSIONS
AND COMM1 "1TEES
Sections:
2.10.010 Appointment of officers.
2.10.020 Appointment of commissions, boards and committees
2.10.025 Financial responsibility
2.10.010 Appointment of officers. The borough clerk, attorney, and
manager shall be appointed by the borough assembly. All other officers and
employees will be appointed by the manager. Officers serve at the pleasure
of the appointing authority.
2.10.020 Appointment of canmissions, boards and committees. Commission
and committee members shall be appointed by the borough mayor subject to
confirmation by the borough assembly, with the exception of the Personnel
Board and the Citizen's Board of Equalization, which are appointed by the
assembly. Each commission and committee designate its presiding officer and
shall meet as frequently as is necessary. Each commission and committee shall
establish, subject to approval by the assembly, rules and regulations for the
conduct of its meetings. Meetings shall be public and minutes shall be kept.
Minutes and records shall be filed with the municipal clerk and retained as
public records.
2.10.025 Financial responsibility. No person serving as an officer or on
any board or commission of the borough shall be appointed to or continue to
serve on any committee of the borough, having authority to influence the making
or changing of any laws of the borough in regard to financial matters, who has
not demonstrated financial responsibility. In this regard delinquent property
taxes, non payment of duly assessed charges for services performed and billed
by the borough shall be deemed as financial irresponsibility.
