KODIAK ISLAND BROUGH
ORDINANCE NO. 80 -36 -0
AN ORDINANCE ESTABLISHING A KODIAK ECONOMIC DEVELOPMENT
COMMISSION.
The Kodiak Island Borough Assembly hereby ordains:
Section 1. Title 2 of the Kodiak Island Borough Code of
Ordinances is amended by adding a new Chapter 29 to read:
2.29.010 Commission Created - Duties
There is established the Kodiak Economic Development
Commission, consisting of nine members who are residents of the
borough and who represent a cross section of the socioeconomic
structure of the community. The commission shall assist the
mayor and assembly in developing a local economy which meets
the needs, desires and goals of the community. The commisson
is empowered to:
A. Review and make recommendations to the mayor and
assembly on matters which affect the local economy;
B. Develop proposed economic policies to guide the future
growth of the economy;
C. Design and coordinate proposed economic projects which
will assist in the creation of a stable economy;
D. Serve as the official overall economic development
program committee for the borough;
E. Provide counsel and assistance on matters involving
economic development to the agencies and individuals
responsible for formulation and implementation of the
comprehensive plan for the borough.
2.29.020 Appointment, Terms, and Procedures
Members of the commission are appointed by the mayor,
subject to confirmation by the assembly. Members snall serve
three year terms, except that, of the initial nine members,
three shall be appointed for three year terms, three for two
year terms, and three for one year terms. The commission shall
designate one of its members as chairman and may establish
rules for the conduct of its meetings. Meetings shall be

public, except that executive sessions may be held in
accordance with Section 2.16.120. The commission shall meet at
least monthly at times and places designated by the commission,
but meetings need not be held if no business is pending. The
chairman or a majority of the commission may call a special
meeting. The commission shall give reasonable public notice of
its meetings. Vacancies occur and are filled as provided in
Section 2.16.060 for assemblymen.
2.29.030 Quorum
A majority of the authorized membership is a quorum for the
transaction of business. In the absence of a quorum, a lesser
number may recess a meeting to a later time or date.
2.29.040 Conflict of Interest
No member of the commission may vote on any question upon
which he has a substantial direct or indirect financial
interest.
2.29.050 Administrative Assistance
The borough manager or his designee shall:
A. Furnish the commission with copies of all requested
documents and other information necessary for or
reasonably related to commission functions.
B. Provide the commission with supplies, meeting space
and secretarial assistance as reasonably required.
C. When feasible under all the circumstances, refer to
the commission matters within its powers and duties,
prior to presentation for assembly action.
D. Transmit commission recommendations and other
communications to the assembly.
Section 2. This ordinance shall be effective upon passae
and approval.
