MINUTES - July 17, 1979
Mrs. Arndt pointed out, on page 3, that it was not an employee that
expressed the concern that the representative of the Personnel Board
at the July 5th meeting did not support the r ecommendations. It was
Mr. Stu Denslow that said this in regard to the job descriptions for
Administrative Assistant and Data Processing Supervisor. (No altera-
tion to the minutes is necessary.)
Mr. Sim ler declared the minutes valid as submitted.
Mr. Simpler asked if there were any items in the minutes that needed
further action? Mrs. Ardnt asked whether the Laura Ibach situation
was ever settled? Employees present had no concrete answer to the
Mrs. Arndt query. It's the understanding that the Borough Assembly
would pick up what the insurance wouldn't cover, but it's understood
not covered as stipulated.

B. Letter from John Anttonen to school district staff regarding
their receiving sic k leave
allowance for immediate family illness.
Mr. Simpler read Mr. Hovanec's memo of October 24, 1979 into
the record. A K.I.B. employee presented Mr. Hovanec with Mr.
Anttonen's letter and requested that the K.I.B. personnel be given
the same privilege. Much discussion followed.
Mr. Milligan reminded the Board that when the Personnel Regulations
were first drawn up that it was desired by a number of the employees
to combine sick leave and annual leave, which he still agrees would
be a very good idea and would like to see this implemented into the
Personnel Regulations.
Mr. Simpler suggested putting out a feeler to the K.I.B. personnel
to find out how they feel, in general, about this sick leave al-
lowance request, and perhaps submit suggestions that they would
like to see incorporated into the sick leave regulation. It seems
to be the general feeling from the Board that a letter from the
employee's he submitted to the Personnel Board.
LEAVE ALLOWANCE REQUEST
Mr. Parker moved that the Board recommend to the Borough Assembly
a change in Section 910, Sick Leave, in the sentence beginning with
line 7, "No sick leave will be granted unless the supervising of-
ficer is satisfied that the absent employee was actually sick, or
a member of the employee's immediate family (husband, wife, son,
daughter) was sick." The rest of the paragraph could read the same
Motion seconded by Mrs. Arndt. Discussion among the Board members
took place. Motion passed by unanimous roll call vote.
Mr. Simpler affirmed that an Ordinance would have to be drawn up
to reflect the desire of the Personnel Board, and present this to
the Borough Assembly at it's next regularly scheduled meeting.
DATA SERVICES - JOB DESCRIPTIONS
A. Memo, dated November 7, 1979 from Ed Haney to Gary Hovanec
Recommends changes in the job descriptions drawn up by Al Whitehead,
and to include pay scale as follows:
Tech I - Range 10 Step A $16,024
Tech II- Range 12 Step A $17,660
Tech III -Range 14 Step A $19,470
None of Mr. Haney's suggested changes are currently incorporated in-
to the job descriptions, as now written.
Mr. Hovanec would like to see Support Services come under the Assess-
ing Department instead of the Manager's Office.

Much discussion followed. Mr. liovanec suggested that the changes
that Mr. Haney suggests could be incorporated into the Data Tech I
near the end of the job description under qualifications, and also
perhaps in Data Tech II.
The Board went into a recess for a few minutes to read through the
job descriptions for Data Tech I, II ✓; III. Anita Newell was ex-
cused for the remainder of the meeting due to a prior commitment,
with the understanding that she would return to pick up after her
prior commitment was over. (Time: 7:40 p.m.)
B. Memo, dated November 8, 1979, from Acting Borough Manager
re: Data Tech I, II ✓; III Job Descriptions.
Mr. Simpler read this memo into the record. Mr. Parker moved
that the Personnel Board recommend to the Borough Assembly the
Data Processing Tech I Job Description with the alteration un-
der Specific Indicators, paragraph 4, the addition of "and
be willing to be trained to be a Data Tech II. I also further
recommend Data Processing Tech II Job Description, with the fol-
lowing alteration, on page 3, under Specific Indicators, para-
graph 4, the addition "and be willing to be trained to be a Data
Tech III. And further, I recommend the Data Processing Tech III
Job Description, as presented. Motion seconded by Mrs. Arndt.
Motion passed by unanimous roll call vote.
Mr. Parker moved that the Board recommend to the Borough Assembly
the Ranges as per the November 7, 1979 memo (from Ed Haney).
• Motion seconded by Mrs. Arndt.
Mr. Parker amended above motion to include, with permission of
the second, that the Data Tech position come under the Assessing
Department, found page F. Motion passed.by unanimous roll call
vote.
Mr. Milligan pointed out the change this past spring in Title II
of the Borough Code which made the Engineering Department a separ-
ate department from the Planning Department. He recommends that
the Board make a recommendation to the Borough Assembly to amend
the Personnel Regulations to note this change.
Mrs. Arndt moved that the Board recommend to the Borough Assembly
that concurrent with their Title II, that the Borough Engineer,
on page F of the class title and pay ranges,.in the Personnel Rules
and Regulations, be taken out of the Planning Department and put
under it's own Engineering Department, with the Borough Engineer in
that department. Seconded by Mr. Parker. Motion passed by unani-
mous vote.

Mr. Simpler read the memo into the record. It's noted that
the Borough Assembly has appropriated in it's budget for FY 79 -80
$23,000 for the Cola Increase funds for a 6 month period, which
would figure out to around $3,000 /mth., perhaps 13 %?
Mr. Parker moved that the Board recommend to the Borough Assembly
a Cola Increase, effective January 1, 1980, of 13.5% increase.
Seconded by Mrs. Arndt. Discussion followed.
There was much discussion regarding health insurance as well.
It's noted that the majority of the Borough employees adopted
the Equi -Group Health Plan, but in violation of the existing Per-
sonnel Regulations.
Motion passed by unanimous roll call vote.

MISCELLANEOUS $ COMMENTS
Mr. Simpler recapped what has been accomplished this evening.
He will take it upon himself to write a letter to Mr. Halverson and
to the Borough Assembly requesting that they authorize the manager
to advertise the vacancy on the Personnel Board 6 consistent with the
. regulation governing minority representation. Make Resolution re-
garding this vacancy.
If the K.I.B. employee's would like to consider a health insurance
recommendation from the Personnel Board we'd be pleased to take it
under consideration. The Board would like to get the Borough em-
ployee's under the state health plan, so any suggestions from the
employee's are encouraged.
There was much discussion regarding varying the hours for employees on
days when they had evening meetings to attend, and for those, who for
religious convictions, needed to get off early on Friday afternoon's.

ORDINANCE NO. 79 -40 -0
AN ORDINANCE OF THE KODIAK ISLAND BOROUGH, AMENDING THE CLASS
TITLE AND PAY RANGE TABLE OF THE KODIAK ISLAND BOROUGH PERSONNEL RULES AND
R EGULATIONS.
WHEREAS, the Kodiak Island Borough Personnel Advisory Board, dur-
jg their regular meeting, held on November 8, 1979, has recommended certain
changes to the Personnel Regulations through addition of new job descriptions
f Data Processing Technicians I, II and III, and;
WHEREAS, the Personnel Board finds that to be concurrent with
Title II of the Municipal Code, the Borough Engineer is deleted from the Depart-
ment of Planning and Community Development and changed to the Department of En-
gineering with the Borough Engineer as the department head, and;
WHEREAS, the Borough Assembly, in keeping with its personnel policy
recognizes the Personnel Rules and Regulations must be amended from time to time
in order to keep the Personnel Rules and Regulations current and consistent with
sound administrative practices.
NOW, THEREFORE, BE IT ORDAINED by the Kodiak Island Borough Assem-
bly as follows:
Section 1: The class title and pay range listings found on page F are
hereby amended under the administrative support services by addi-
tion of the following new class titles and pay range classifica-
tions:

Section 2: The job description contained within pages G -1 through T -2
are hereby amended to include the following job descriptions:
