AN ORDINANCE ESTABLISHING A HOSPITAL AND HEALTH
'AOILITIES ADVISORY BOARD.
BE IT ORDAINED by the Assembly of the Kodiak Island
as follows:
SECTION I. Title 8 of the Kodiak Island Borough Code
! Ordinances is amended by adding a new Chapter 04 to read as
follow
CHAPTER 8.04
HOSPITAL AND HEALTH FACILITIES ADVISORY BOARD
8.04.010 Created - - Membership
8.04.020 Term - - Compensation
8.04.030 Powers and Duties
8.04.040 Administrative Assistance
8.014.010 Created - - Membership_ There is created a Hospital
;and Health Facility Advisory Board which shall consist of five
3orough residents appointed by the Mayor subject to confirmation
by the Assembly. The hospital manager shall serve as an ex
lofficio member of the commission and the Mayor may, with the
concurrence of the Assembly, appoint additional ex officio
members. The board shall designate its chairman.
8.04.020 Term - - Compensation. The members shall serve for
three years; however, of the members first appointed, two shall
be appointed for three years, two for two years and one for one
Jeer. Appointment to fill vacancies shall be for the unexpired
term only.
Members of the board shall serve without compensation.
X04.030 - - Powers and Duties. The board shall serve in an
advisory capacity to the Assembly with regard to the management
and operations of Borough health facilities. In that capacity
the board is required to:

the chairman of the board.
Receive testimony and otherwise investigate matters of
concern with regard to public health services.
Review contracts proposed for the management and operation
of health facilities and make recommendations with

Review
to the apparent qualifications of the contracting
and the terms of the contract.
those portions of the proposed annual budget
relating to health services and facilities, evaluate
grants and other funding proposals and make recommendations
with regard to financial matters effecting health services
and facilities.
Propose health policies and programs to the Assembly.
Perform such other similar services as may be requested
from time to time by the Assembly.
Serve as the local board with respect to operation of
the Kodiak Island Hospital by the Lutheran Hospitals
and Homes Society of America, or other operating organi-
zation, pursuant to agreement with such organization
=4.040 - - Administrative Assistance. The Borough manager or
s designee shall:
Furnish the board with copies of all requested documents
and other information necessary or reasonably related to
the performance of board functions.
Provide the board with such supplies, meeting space and
secretarial assistance as the manager deems reasonably
r equired.
Refer to the board for their consideration, all nonemergency
matters within the scope of its powers and duties, prior
to presenting those matters to the Assembly for action.
T ransmit all recommendations and other communications
from the board to the Assembly.
