1978-17 Exempting Elected Municipal Officers of the K.I.B. From the Reporting Requirements of Chapter 15.13 of the Alaska Statutes Relating to Election Campaignsa_ 7 9 KODIAK ISLAND BOROUGH ORDINANCE NUMBER 78 -17 -0 AN ORDINANCE EXEMPTING ELECTED MUNICIPAL OFFICERS OF THE KHp THE CAMPAIGNS KOD WHEREAS, the legislature of the State of Alaska has statutory provisions containing extensive requirements ado pted relating to the reporting of contributions of money, goods and Services to candidates for elective offices, and establishing maximum contributions and expenditures to or on behalf of candi- dates for elective office; and, WHEREAS, the provisions Of that act are applicable to every candidate for election to a municipal office in a borough with a population of 1,000 or more inhabitants, unless a majority of the voters voting on the question at any regular election or Special municipal election vote to exempt its elected municipal officers from the requirements of that chapter; and, WHEREAS, the reporting requirements of the statute impose substantial burdens on candidates for elected municipal office and on groups taking action to influence the outcome of an election; NOW, THEREFRE, BE IT ORDAINED by the Assembly of the Kodiak Island Borouglj, Alaska as follows: Section O Candidates for election to a municipal 'office of the Koa's Island Borough shall be exempt from all re- quirements of chap 4r 15.13 of the Alaska statutes relating to the restrictions 'upon and reporting of contributions and expendi- tures for election campaigns, if the exemption is approved by the voters of the Kodiak Island Borough. Section Two. An election is to be held on Tuesday, October 3, 1978, in and for the Kodiak Island Borough, Alaska, and the folicwing proposition shall be submitted to the qualified voters of the Kodiak Island Borough for approval or rejection. A majority of those qualified and voting in favor of the proposi- tion shall be required for approval. Code. q 1 1 7 ) PROPOSITION NUMBER Shall elected municipal officers and candi- dates for elected municipal office in the Kodiak Island Borough be exempted from the requirements of chapter 15.13 of the Alaska statutes which create limitations on campaign contributions and establish reporting require- ments for contributions of money, goods or services to candidates or for the purpose of influencing the outcome of an election? Section Three. The foregoing proposition shall be printed in full on a ballot and the following words shall be added below or next to the proposition, as appropriate, and next to a s quare provided for marking the ballot/ YES NO Section Four. A person may vote at the general election who possesses the qualificat ins set forth in AS 15.05.010 and section 2.04.190 of the Kod ak Island Borough Municipal Code.
