1973-19 Relating to Composition, Apportionment, Voting, and Compensation of Assembly9 , KODIAK ISLAND BOROUGH ORDINANCE NO. 73 -19 -0 i AN ORDINANCE RELATING TO COMPOSITION, APPORTIONMENT, \,'�Boroug AND COMPENSATION OF THE BOROUGH ASSEMBLY. The Kodiak Island Borough Assembly hereby ordains: Section 1. That Chapter 2 of the Kodiak - Island Code of Ordinances is amended by adding a/ new Sub- Chapter to read as follows: �\ SUB- CHAPTER 2 ASSEMBLY Se tion 1. COMPOSITION: The Boro gh Assembly I consists of two member appointed by and fr the City Council of the City of Ko iak and three members elected from the Borough area outsid the City of Kodiak/ i Section 2. 'VOTING PROCED T a) When the Assembly votes on a matter relati g primaril to or effecting only the area outside the City of di, ach member of the Assembly shall have one vote. b) 'X When As votes on a matter of areawide concern, each vot cast by an assembly member from the City of Kodiak sha be counted as two votes and each vote cast by an Assembly mber f m the area outside the City f of Kodiak shall be count d as one v te. (c) Matters of areawid� concern inclu a but are not limited to: i) Areawide Taxes (Assessment Collection of Taxes) ii) Incurring Indebtedness to be Paid on an Areawide Basis iii) Tie Transfer�of a Power from a City to the Borough. iv) Education v) 'Planning and Zoning vi) .'Acquisition of Additional Areawid Powers vii),' Health and Sanitation Matters The Borough Clerk shall advise the Assembly membe of the necessity; for weighted voting prior to taking the roll of the votes on;'any areawide matter. (d) when a vote is taken on a non - areawide matter, a majority of three (3) votes are necessary for passage. Matters that are voted on using weighted voting must be approved by a majority of four (4) of the possibly seven (7) votes. Page One, ORDINANCE N0. 73 -19 -0 Section 3. COMPENSATION: (a) Each member of the Assembly shall be paid a monthly salary of Fifty Dollars ($50) for each month in which the assembly member attends the regular monthly meeting. (b) A member of the Assembly residing outside the City of Kodiak in an area which requires travel by airplane or boat to attend meetings shall be reimbursed for the necessary expenses incurred in traveling from his place of residence to the meeting attended. In addition, he shall be paid a per diem of Thirty Dollars ($30) per night for each night spent in Kodiak that was reasonably required to attend the meeting. SECTION 2. Assemblymen presently serving a term of office will not be paid the salary established by Section 3 (a) of this Ordinance during their present terms of office. The salary shall be paid to each newly elected Assemblyman commencing on the month of the first Assembly meeting following his election.
